I think this needs an update.
Again, you try buying at lot of beers when it's ~3$ per 0.5 l can in the grocery store, and ~10$ for 0.5 l in a bar.
Also with how negative you are towards taxing smokes and alcohol I have to wonder if you're taking economic advice from Mr. Kibener.
Taxing tobacco is actually a proven method, and is seen as one of the most effective population-based strategies for decreasing smoking and its adverse health consequences.
I live in country with high tobacco and alcohol, as well as requiring tobacco products to have anti-smoking "propaganda" (not sure if there's a more accurate description) on the outside.
It seems to have had a positive societal effect. People still smoke, but less. And the demographic for smokers also change, instead of everyone it's now mostly older people who smoke while fewer and few young people are starting, or if they do they often manage to quit.
