Tier 1 is available for free in the foreign quarter in Ark.
Heading inwards from the heartland entrance take the door on your right into Ark gatehouse, head up the stairs turn around and go out the nearest door. You should be on a stone staircase, at the top there are two wooden staircases one ahead of you and one off to the left, take the left one and the book is on the ground.
(don't dawdle in the gatehouse or you'll get a bounty)

Tier 2 is the reward of "A Touching Effigy" if you choose to kill Andrasta.(In the Dark Valley)
But there is another copy in game.
In Waterhaze Maw, just south/southeast of the Fogville Myrad Tower, jump on top of the Massive Chest near the end of the dungeon. Look on top of the wooden shelf behind the chest, there should be a copy there!

Tier 3 you have to either kill the triceratops or go to Thalgard.

I've actually confirmed that you can indeed find these books even in the current version.So there is no need to kill Andrasta for Tier 2.

I'm reluctant to kill Andrastra, so went looking in Waterhaze Maw and there doesn't seem to be a book on said shelf 🤷
Edit: Found it - it wasn't on the shelf, but nearby. This wasn't because of any fireballs etc. It's just where it spawned.
