For Charlie to die on Day 989, Advance has to be *very* suspicious of you. If they're not that suspicious, Charlie won't be sent to Betterment.
This can get tricky if you've been playing the two sides too evenly up until Day 989. It's totally possible to participate in the Night of Fire with Charlie without having joined Disrupt officially and for Advance to not be suspicious enough of you to send Charlie to Betterment.
Given you kind of have to be pro-Disrupt to get Charlie to join Disrupt, it's better to go full tilt yourself with it so you make sure Advance is suspicious of you.
