All credit for the Fish order, depth and the mod Recipe information goes to CyricZ from gamfaqs.

(Found my squid at 40-50 depth, only trash at higher depths.)
In character 2s story, after the Fighter maker minigame and going back to your hideout it will be evening so a good time to get Flounder and Conger Eel.
Bait distance (aprox) not finished
Horse Mackarel: ~0m-75m . cost 500 deals 0,8cm damage to hp bar
Squid: ~20m-90 cost 400 deals 0,4cm damage to hp bar
Shrimp: ~50-150m cost 700 deals 1,4cm damage to hp bar
Vinegair Squid: ~0m-90m, cost 600 deals 0,4cm damage to hp bar

none of the above deals enough damage to eat 2 pieces of sushi (cheapest) so just buy squid for food list completion, though for restaurants with drinks shrimps enable 1 drink and food combo so is cheaper for those or simply get beat up by thugs, your choice.
you can also wait until a date with a hostess, if you invite her for dinner you can eat everything on the meny regardless of if you are hurt or not, works on Sushi gin, Watami and Kanrai.

Fishing tips
The way this minigame is supposed to work is to alternate reeling in and leeting out line while leading the fish (having the fishing pole pointing in the same direction as the fish is moving) giving lesser strain and quicker recovery.

Got all fish in Y3 but i felt the stress gain is somehow faster in this one so had a hard time catching stuff.
Found an easier but slower way, simply tap reel in instead of holding it and it can be keept slowly lowering stress or kept at the same spot so no real risk of failing, if it started building up too fast then simply let out line or tap slower to offset this. worked for marlin, great white and Tuna so good for all fish. completely stress free (irl) fishing aquired.
