Preface
Luxor was one of the core video games of my childhood, and so when I happened across it on Steam I got excited to relive some of my childhood. You can imagine my frustration when I tried to load the game and it wouldn't even start. So in my research I came across a discussion that gave a suggestion that had worked for a couple of people. Sure enough this simple solution did the trick for me, and now I offer it to you.
Instructions
Steps
  1. Open Steam and navigate to your library
  2. Right-Click on 'Luxor 3'
  3. Select 'Properties'
  4. Paste this into your 'Launch Options' box: " set __COMPAT_LAYER=WIN98 "
    It should look like this:
  5. Exit the window
  6. Try starting the game
Troubleshooting
If the previous steps don't work, repeat steps 1 & 2 and do the following:
  1. Click 'Local Files' on the left-hand side of the window
  2. Click 'Browse...' and you'll be greeted with your file explorer, it should look like this:
  3. Right-Click 'Luxor3.exe' and select 'Properties'
  4. Click on the 'Compatibility' tab on the top of the window
  5. Check the box under the 'Compatibility' section if it isn't already
  6. Click on the drop-down menu and select 'Windows 98 / Windows Me', it should look like this:
  7. Click 'Apply' and then 'OK'.
  8. Try starting the game

If these fail to provide a solution for you then I'm unsure of what else you could do. I just wanted to provide the solution that worked for me to an easy-to-access space for others to find.

It works fine for me on Win10 64bit Entemprise.. I wouldnt mind some video small enhancement to it..
