Possible Causes and Fixes
Dual Wield has probably the highest damage output in the game. I've been using it a lot in my latest character.
And because I used it a lot I did notice my character's slashes were... slow. Which they are not supposed to be since I had 35% extra attack speed because of the perk Dual Flurry. Also you can increase the speed of both hands with a dagger on the left hand, which also causes a glitch on the speed for the dual power attack.

So, what is causing this? I don't know. I just have some guesses. Two, to be precise.

I've been playing a lot. So, it's possible the game is forgeting to update stats for my character properly. It may be a long term problem.
I've been playing a lot. With the same character. So I decided to start using different things. I found a Daedric Battle Axe and thought "Hey, swinging this around must be fun". And it is. But it might have messed up my characters stats... somehow.

It does not matter much, for I have solved it with console commands. By removing and re-adding perks.
I would guess you can also do this by just resetting your perks for the One Handed skill tree. Using the reward from the Dragonborn DLC to reset your perks is a way, but you'll have to have access to that, and you might be needing it earlier. You can do the "Legendary" thing that resets your perks and skill to 15, but then you'll have to level the skill back to 100 which can be a pain. You may also need to fix this before getting to level 100. So the best option is Console Commands.

It's really simple, which is fortunate.
The command lines you want are removeperk and addperk. You need both, because removing perks does not refund them to you, so you'll have to re-add them. The way you use them is by typing player.removeperk perkID / player.addperk perkID.
I would recommend to remove all the three perks that actually influence dual wield, since all of them may not be working properly, but the focus is on the ones that influence attack speed.
Start by removing "Dual Savagery" which the ID for it is 00106258, then "Dual Flurry 2" which the ID for is 00106257, and last "Dual Flurry 1", which the ID for is 00106256.

Then, just add them in order: "Dual Flurry 1", "Dual Flurry 2" and "Dual Savagery".

That should do it. I'm doing this guide so I can save this knowledge somewhere useful. Hopefully it helps other people.
