Do you have a gamepad or joystick plugged in to your computer?
This problem is usually caused by having a joystick attached, and sometimes the character will also only be able to move in one direction and move independently of your actions when you're not even touching the movement keys. Locate your Oblivion INI file in My Documents\My Games\Oblivion directory. In the CONTROLS section find the line bUse Joystick=1 and change the 1 to a 0. Just unplugging the gamepad will also fix it but if you make the INI change it will stop it happening again if you have the gamepad plugged in. Make sure to save the INI or the changes won't stick.
