Finally have I broken till case 16. Even with the answer of case 13, which is carnival, it's still tough on solving. You don't know for sure and you can make mistake somehow, I'll write a page to aid on solving.

The 4 letter key word for Case No. #47713 is grow . It's not specifically part of the cipher, but it might be useful to add for anyone who doesn't want to look for it. Thanks for compiling everything together, it's really helpful for some of the later ciphers.
