From Downtown states that you have to get 20 seconds of airtime off a "single juggle." However, this only refers to a single instance of juggle as an attack. You can't give Grace three of the protest signs and have her become a one-act circus, I guess, but you can spam a single juggle and pray that the game just gives you the achievement. I'll just say what I did for it.

In the final area of the base game, there is a bulky enemy called the Super Turtle. Not the most intuitive thing to be juggling, but the airtime seems to be utterly random. That is, not dependent on your ravage percent (outside of whether or not the enemy is staggered, as it has to be in order to catch air), how big the enemy might be logically, or the laws of physics in general. It has plenty of HP to toy with since multiple juggles can shred through weaker enemies, especially if you're button mashing to hell and back, and is pretty easy to exploit as a whole.

Give Sam something to heal with, Val a taunt that doesn't do damage, and Angela rust or ravage. Make sure that all of these, along with juggle, are on the same page of attacks. Beyond that, just drive around the final area, harassing Super Turtles until the game decides that you've graduated Clown College. Good luck with getting your degree in juggling.
