Solution

• First you need to download ForceFix 1.02 — https://sourceforge.net/projects/forcefix/files/ForceFix_1.02..zip/download
  
• Second unpack archive, where you want. It's no matter. And run a program.
  
• Do not touch any settings in ForceFix. Just run a game and enjoy 60 fps :)
