I agree, it appears sidequest 2 was removed from the version of the game distributed on steam.
There is no boy lv2 1star entry in the reference book. It appears to have been replaced with a young man lv12 3star entry. His line after you've defeated him is "Th-thank you... Big sis...", suggesting he is the boy.
Also, I got the dlsite version, and I can see 16 items in the memories menu, accessed via the title menu, but in the steam version I only see 15 items. I can also see a screenshot of the missing scene on the dlsite page.
I may play through this again after reinstalling with the additional patch. I don't want to think about how it might mess up my game save if I applied the patch now.
Current goal: explore the Dorias Mountain Range and meet with Balcan.

The story progresses automatically. about the main character's brother and enter the normal game page without updating EXP
