Remove OP Meritocracy Perk

This replaces the meritocracy perk's overpowered ability to fabricate a claim on your liege with 0.3 development growth in your capital. I just changed that perk, not the whole stewardship perk file so it should be compatible with any mod, it will just overwrite the meritocracy perk's effects. If a mod changes the claim throne scheme then my mod will overwrite that as well, and you need the "dankmeme" perk to use it (which doesn't exist so you can't use it). This mod is meant to be used with mods that remove fabricating claims, so use it if you want a harder game that requires planning ahead with marriages and gaining legitimate claims in order to expand.
