Why (and begging)
I couldn't find a comprehensive guide on how to do this, and Shidan is a filthy roleplayer who doesn't give out concrete answers, so here's what I could find out, I will update as I find out different things and/or if papa mod-god shidan could maybe step in with some guidance that would be great.

If at any point you find yourself confused about what states are set to what, you can visit many of the Tech Hunter Waystations and find either a Skeleton "world state checker" NPC or a little map that summons him into a specific place in the world (which will be marked green like when using any other map)
Allies and First Phase
Things done this section:
 • Ally with Shek
 • Kill/Capture and Imprison HN Leaders
 • Kill/Capture and Imprison Dust Bandit King
 • Kill/Capture Buzan and Dimak of Black Dragon Genin

Shek

Easiest way to ally with them without doing a ton of bounties is to sneak into the Bugmasters lair and kidnap him, bring him to Admag and become allied with the Shek. You can just kill some named HN inquisitors as well and kill two birds with one stone if you don't feel like killing bugmaster.

HN Leaders

There are named Inquisitors in all the HN cities as well as Okrans Fist, Okrans Shield, Narko's Trap as well as Rebirth, and they need to be captured. (There are a crap ton of named Inquisitors and not all of them are necessary, I just killed as many as I could until I got enough of them.) I'm not sure which ones are responsible for reactive world but I killed them all and got the clear dialogue from the Ogre Slayer NPC in Hub. All leaders need to be in Shek custody or outright dead. For times sake I just brought them all to Squin (and then Bad Tooth after they were captured) and put them in cages myself, since kenshi sometimes bugs out who can accept a prisoner from you when you're allied to factions that accept bounties. The Phoenix needs to be captured as well.

Dust Bandits and Dust Factions

The Dust King is located here. He is guarded by like 20 bandits and a single gate, he's pretty easy. Once he's been imprisoned by the Shek or killed, three more Dust-Themed leaders will spawn and their locations are in the next pic. You will need to capture or kill them as well and make sure you don't import in-between catching the splinter faction leaders or you might end up duplicating one or more of the NPCs.

Dimak and Buzan

You must also stop the Black Dragon Genin, a ninja faction living in the same area as the Dust Bandits. (They live in the tower of ninjas shown in the first pic) Now as it so happens I had recruited these two to my team (with the recruitable prisoners mod) and hadn't killed them before the reactive world mod stuff, so I thought I was screwed, but simply having them step inside of a Shek-controlled prisoner cage (or your own cages) while I talked to the Ogre guy seemed to satisfy the requirements of the mod and them being dead or imprisoned. I can't promise this will work with every single character of the mod but if you've already recruited an Inquisitor or something you might try this workaround to fix your particular game. Aside from that, simply follow the same steps for these guys as the HN inquisitors, kill them or put them in jail.
Second Phase
Things this section:
 • Holy Nation Remnants
 • "The Farm"

When you have gotten the Ogre guy to congratulate you on killing everyone, wild nests will spawn of Holy Nation Messengers with a message on them telling you that an HN priest is pooling the remaining HN forces to a place called "The Farm" with a small document each NPC holds on them. You can find these guys around the HN territory like nests of Rebel Farmers in the UC territory, they will usually contain weak dudes and one or two heavies. When I got to this step, I imported my game (dead NPCs and everything else, otherwise I think your world states change a bunch) The Hub got updated to have more stuff in it and the HN cities updated to the new factions. I also got more consistent messenger spawns, so you might want to import at this point too. It's at this point that you theoretically should have Holy Nation Remnants attacking your base if you have one, but I was never able to confirm this myself but Shidan has hinted that following the source of these attacks will lead you to the Farm.

The Farm

The Farm is in reference to this holy farm shown to the left. It is due south of World's End and has an Inquisitor named "Rahmiel" who possesses a note from the high priest Hadriel, pointing you to the Lost Library northeast of Rebirth in the VERY poorly navigable mountains around there. Even if you have a beefy PC with Kenshi installed on an SSD, you will very likely not be able to autonav into the back area where the library is unless you already know how to get there. I recommend you just bring a single person there and then scum teleport there with the "reset squad positions" load option.

It's at this point that you should be able to storm their encampment, it's pretty beefy but there are around 10 inquisitors and a ton of weaker paladins, I brought total overkill so I'm not really sure how a solo would handle it. Personally, I did not get Hadriel to spawn, Ithink it was because I hadn't found Rahmiel BEFORE wiping out the Lost Library, I think Hadriel only spawns once you get rid of Rahmiel or pick up his note or something.

Sorry for a little flood'ing here
K, guess this try is broken, somewhy Tengu, Longren and Hadriel are missing at their locations but debug char says they ok and alive
Quest for Ogre also uncompletable due to semi-alive nowhere Buzan (: so re-importing and starting over. Guess I'll add UWE this time...) thanks for answers again, guide is nice, hope you're expand it some time..)

Btw, now Ogre still says the same (We must deal with BOTH) about Black Dragon Ninjas, although they're both deffinitely dead.
And World State Checker is even more confusing.
Dimak is alive - false

Black Dragon Ninjas okay - false
Black Dragon Ninjas NOT okay - false

Shredinger's Buzan here... :-D

@Drift well, bless you :-D I've been checking around all the Holy mines and Farms and Buzan was just running near one of them all naked and enslaved :-D punched, kidnapped, given to Sheks... yay :-))))

Now the Holy Nation Remnants... no Messengers met so far, the Farm is dead and empty, the Lost Library - same... Guess I haven't triggered smth. All Holy Nation leaders except Hadriel are dead.

@Dvatrij you can summon the world state checker at a local bar to make sure that buzan is dead, but aside from importing into a new save so that buzan spawns at the tower, i don't know what you could do to find them. good luck, friend.

> Dimak and Buzan

These dudes probably ruined my perfectionism and Ogre guy will never be happy I guess.
I've wiped out their tower to "DEAD" state, and killed Dimak, but Buzan managed to escape somewhere near Holy Nation's Mines even being enslaved by them :-D and I have no idea where Buzan now, but Ogre says that I need to taked down them both so it means Buzan is not dead... damn it :-D

those ones always run around and go awol. does the holy nation still control Okrans Fist in your save?
WindFly Sep 11, 2023 @ 1:51am
For me, the Inquisitors in Okrans Fist never shows up no matter how many times I import the game, even start a new game doesn't fix this problem.

Shidan says this:
His name is "Kinjo the Ogre Slayer", should be in the Faction HQ that spawns in the Hub after they've taken it over. Though it is possible for it to not spawn if you own too many of the larger buildings there, as it needs at least one of them to be open for it to use.
I dont have the npc anymore, he is a Shek Guy that hangs out in the Stationhouse building in The Hub (provided it isn't owned by the player or another faction).

Great guide and all but who exactly do you mean by the 'Ogre Guy'? There's nobody by the name of Ogre in the wiki and I couldn't find anyone with a name like that in the cities either. Can you tell us what his full name is and which town he's at? Also, only 1 splinter faction of Dust Bandits had a named leader with a 20k bounty. The other 2 had just generic 'Dust Boss' guys with bounties is that normal or should they all have named leaders that we need to capture?

Thanks a lot for the guide btw!
