No army upkeep

Makes it so you have no army upkeep. Doesn't give you any other buffs or changes. Only affects the player
Works on all difficulties.
Is save game compatible.
Not sure on co-op, but I imagine it should work if both players have it.
Should be compatible with any mods, except those that also specifically change the upkeep through the campaign_difficulty_handicap_effects_tables. Most mods won't touch this, expect for other major overhaul mods or other cheat mods

Technically it doesn't actually "remove" upkeep, it just gives you a -5000% reduction on upkeep. This is more than enough to account for any upkeep increases in the game currently, but if another mod or something starts putting the upkeep increase values really high, you might start to see upkeep come back into the game.
