The original Byakuya Togami, from the first series, isn't the same from this one. This person who claims to be Byakuya, is actually just a whole other person. His talent being the Ultimate Impostor, his true self doesn't exist. This is explained in Chapter 5, so the ultimate impostor, not having a true self to link him to identifying characteristics, can only live as other people. The ultimates are bound to their talent all their life, regardless if they want to live that way or not.
