If I may posit a theory, I've sold multiple of the same car, same parts, same everything - the value was not the same. So it's possible the value in the files is a "Perfect" value; but the game filters the number through a float so you're always making a random value within a range of a few thousand.
Also if you're curious about all three star parts being the final value, no; I sold a Zypher-L with all three star parts for something like 98,000$ - so quality parts are additive in value, but don't effect the listed value in files.
For now, I'll stick with the theory that listed values are filtered into a system that obscures the maximum value to give you a floating number below the maximum so you always get a somewhat random payout.
