Violations that Warrant Towing
After pressing F to interact with a parked car, PSPO tells you that the following violations justify towing:
Parking too close to a crosswalk
Parking on a sidewalk (No parking area)
Parking next to a fire hydrant
Parking in a special parking zone
Parking at a bus stop

Other Signs a Car Should be Towed
Even if you write a parking ticket for violation that does not seem to justify towing on its own (as examples, expired parking meter or being parked in the wrong direction of traffic), you can tow vehicles without CP loss if observations/background checks reveal the following:
Expired license plates (I recommend towing cars with plates 6 months out of date)
Registered owner does not have valid insurance
Registered owner either has no license or an expired ID.
The car is stolen (In fact, you should immediately tow a parked stolen car without issuing a parking ticket. You can ticket a stolen car if the license plate is expired).
The car's registered owner has an open warrant
The car's license plate is fake .
If the parked car was damaged in an accident.

Right now, there are no options to ticket cars for most of these violations alone, but you can just tow the cars if you find any of these violations.

Violations are inspired by a mix of towing policies in California and Massachusetts:

PS: Tow cars if there's probable cause that they knocked over plants (don't actually do this unless there are other defects)
