So, if the four locations are all along the same rail line, then, so long as City C has a rail head, the full logistical value will be provided along the whole length, decaying according to how many Free LP are left.
If there are any forks in the railway, then each fork requires its own rail head for the full (split) value to be provided.
I have rail connecting cityA - Mine - cityB - cityC
I have a Rail Station in cityA, and a Railhead in cityC
Do I need a railhead on the Mine and cityB as well?
