Solution

The easiest way to fix the Fifa 21 goalkeepers is by changing some in-game settings .
Open the in-game menu and go to settings , then choose game settings
After that , go to USER GAMEPLAY CUSTOMISATION and search for " Goalkeeper Ability - User" . Set the value to 70

Finally , do the same thing in the CPU GAMEPLAY CUSTOMISATION tab

Note : this works only for offline modes
