From the Dock, going left on the river you get to a bridge with a stone gate asking for gold to pass. In the foreground/bottom left there are purple background rocks, there may be a blue sock on them (the twin of the one missed in the Nexus above the mine).
The next screen down the river is a shack, it may have a white sock "above" its right roof, on the riverbank (the screen/room before a one-way trip down the waterfall).
Since there are some complete pairs missing, it MAY be that those socks aren't in the Steam version, but since non-Steam players may find this guide it's good to be thorough. :) (I had to enable Steam Guard - for no reason because Steam is brainless - to make this comment, which requires a lot of logging off and logging back in to enable then again to properly disable, so please appreciate my sacrifice here). :)
The one way door to the mine from Dark's house, on Dark's house side (where you can also enter the Magic Potion lab), there may be a grey sock hanging to the upper right of the one-way door.
If you have the Flashlight In The Hidden Mine path, (Side Tunnel here), there's potentially a second sock, red or orange, under the flashlight (the track King uses if you don't use the winch), hanging off the broken rail.
Also in the Side Tunnel path, the U-shaped track under the big switch, there may be a grey sock on the bottom right support strut of the U.
Its twin is a THIRD sock that may be found in the Garden room (where you can see the Wishing Well in the distance), hanging over a root in front of Sam.
In the Mines, the room where you can enter the Gold section rollercoaster, there may be a red sock hanging over the support strut under the track as it exits to the left.
Nexus (the crossroads between the treehouse, mines, and dock) may have a blue sock hiding in the leaves directly above the mine entrance, next to the background mountain peak.
Mines, across the tracks from the washing machine there may be a red sock at the base of the pipes on the bottom right side. (REALLY blends in with the red floor and may not be fully drawn).
Mines, in the water meter/pickaxe room, there may be a white striped sock on a support strut under the wooden bridge to the right side exit.
The music room, there may be a white sock with red stripes sticking out of one of the organ's pipes (so, across the chandelier from the one listed here).
Across the river from where you mean Otto the rowboat, where you find the hollow log, there also may be a white sock right above the french fries, next to Otto (it looks like Otto is staring at it).
Its twin may be in the underground river, at the bottom of the geyser, below where Sam and Otto sit when they enter.
Found a forum post on something called Arqade (yes, with a Q) where a speedrunner compiled what seems to be a 100% complete list of socks into a Google Sheets spreadsheet (i.e. it opens in your browser, no software necessary, not sure if a Google login necessary as I'm already logged in). His spreadsheet has several tabs but the one listing sock locations has partial and zoomed screenshots, hard to identify the room sometimes except with his own names, comparing with his rooms tab. The guide here on this Steam post, putting the mouse cursor on the sock on a full room screenshot, works much better. I just spent a lot of time comparing them to his tab of rooms to figure out what screenshot is in what room. If his notes are to be believed, each location can only have a specific sock (if this spot has a sock, it'll be the all-red sock, that kind of thing).
