Finally, have I created the mod, where everyone begins as a Stateless Society (unless you're already a Peasant Republic) (due to programming limitations, natives turn Stateless after a couple of days after the game begins).

Naturally, this means big countries are in a really bad spot, while small countries get to thrive.

This mod also adds several other government reform options a Stateless Society can reform into, whether it's Anarcho-Monarchism, Anarcho-Theism, Anarcho-Primitivism, or Jomon Revivalism. Stateless Societies also have the option to reform into a Native government or a Horde government.
