Massachusetts
Gains:
1 Military Wagon

Federal Cards:

Plymooth Settlers
Delivers 300 Food, 1 native scout and All existing Town Centers spawn 3 Pilgrims (Settlers that are 10% better). You can't overpop Pilgrims if you don't have room in the 99 settler cap. They will be added to the Town Center queue.

Boston Tea Party
Deposits 350 Coin and exchanges all your current Food for 25% more Coin.
Virginia
Gains:
1 Military Wagon

Federal Cards:
Virginia Plan
Upon arrival, this card grants you 2 shipments to spend.
Adds +2.00 Ships to your inventory

Culpeper Minuteman
All Town Centers spawn 6 Minutemen. Minutemen retain their hitpoints 75% longer.

Delaware
Gains:
Create of 300 Food

Federal Cards:
Fertile Lowlands
Ships 6 Semi-Fattened Cows and 2 Homestead wagons.


Delware Blues
Ships an additional Regular for each shipmentz you have send so far this game.
Pennsylvania
Gains:
1 Military Wagon

Philadelphia Convention
Delivers 1 Meeting House Wagon (Also adds 1.0 to the build limit) and adds 3 unique upgrades (my other guide explaining the upgrades)

Tammany Festival
Ships 1 Native Embassy Travois that contains the same units and upgrades that the Cree have.
Rhode Island
Gains:
1 Military Wagon

Federal Cards:
Corliss Steam Engine
Allows you to build Steamers and Ironclads an age sooner.
Allows you to upgrade the trade route to railroad at any age for FREE.

Slater Texure Mill
Grants 30 Food for each Settler and 20 Wood for each Fishing Boat you currently have
New Villager -40 food cost
New Fishing Boat -20 wood cost
Fortress Age
The options are:

Work rate on Whale +50%

Hamilton's Own

Delivers 2 Li'l Bombards and 4 Napoleon Guns.

Gains:

The Alamo
When destroyed by enemies, Forts spawn 8 Minutemen and your Outposts spawn 2 Minuteman.

For industrial Vermont is pretty good if you need estates for coin. But if your settler count is lacking California is better, because it allows you to save up your food for an army. New Jersey is only good if you can control a trade route and have an infinite shipment in age 1.

For Imperial Illinois is good for resources if you are playing a Treaty game. But usually you want to go for New York if there are good mercs on the map (gatling camels, iron troops, mameluke etc.) or Florida if you are making cav. Texas is kinda meh so never go that.

Usually for age II you want to go for Virginia, because it's allows you to go for FF and also gives you overall flexibility later (for upgrades). If you wan't to water boom then Rhode Island is the way to go. The others age ups don't pack that much of a punch.

For age III New Hampshire is the way to go because those napoleon guns are strong and the factory also helps. If there are a lot of natural resources and you can establish map control Tennessee might be better tho.
