For Imperial Illinois is good for resources if you are playing a Treaty game. But usually you want to go for New York if there are good mercs on the map (gatling camels, iron troops, mameluke etc.) or Florida if you are making cav. Texas is kinda meh so never go that.
For age III New Hampshire is the way to go because those napoleon guns are strong and the factory also helps. If there are a lot of natural resources and you can establish map control Tennessee might be better tho.
