How to be a Transformational President

Let’s say you want not only to succeed at some reforms, but to be a transformational President.

What if through careful decision making you can be the equivalent of a Washington a Madison and a FDR all in one?

It’s possible.

You can revive the economy and have it rise to new heights AND you can rewrite the constitution you inherit into a true democracy AND you can win a war against your militant neighbor.

You can have it all (mostly). This guide is about doing all of these things, at once.

Our goals
The 2.0 update caused me to come back and update this.

The goal of this guide is simple:

  • Resolve the economic crisis and begin the Sordish Recovery following a (more or less) moderate capitalist path.
  • Reform the constitution to be as liberal & democratic as possible
  • Beat Rumburg in a war
  • In general, reform and solve as many problems in Sordish society as possible

    Now, before I go further, you need ask yourself if you actually want to beat Rumburg in a war.
    For a liberal reformer run, you can arguably achieve more if you don't in the 2.0 update since your budget has quite a bit more leeway.

    If all you want is to recover the economy and reform the constitution while reforming society and you don't care about the war, I highly recommend the following guide by fedorkkk:

    I want to shout out and give credit to fedorkkk because reading through his guide helped me update my guide as well, it was integral to learning how to make a successful constitution while losing the conservatives, for one thing.

    Before the 2.0 update this guide had two paths: one where you could go to war with Rumburg and one where you avoided it. But if you don't want to go to war and want to reform society, you can do so. Just follow fedorkk's guide above.

    However, if you want to reform the constitution, the economy AND win the war, this guide's got your back.
General Strategy
  • Dialog choices matter. Some non obvious “this is a choice” options open if you select some dialog choices while others close off options. This means that some things are likelier to happen or not happen based on your dialogue choices. Some options only become available if you pick the right dialog choices and others close off. It would be tedious for me to provide you with an exact guide of every conversation in the game and would take all the fun out of it, so I won't do that, but keep this in mind given our goals. Look for dialog choices that aim for democracy, new trade partners, helping people, capitalism, etc.
  • As an extension of this, be careful with your promises. If you make a promise and then don’t follow through, there are consequences. This is true of both your electoral promises at the start of the game and also promises during conversations.
  • Be nice to your family and supportive of your wife's political ambitions
  • Be nice to Serge
  • You are a politician. Be diplomatic as possible with people in general.
  • Do not take any bribes or make any “deals” with the Oligarchs. These would come back to bite us anyway, and our goal is to take them down, not help them.
  • Be aware that some members of your party and your administration are actively engaged in trying to have you fail.
  • Your need to some trade deals and some allies if you're going to win this war.
  • Be careful of your budget. Compared to the 1.1 version you have a LOT more leeway, but opportunities to spend yourself into failure are much more common than ways to recover your budget.
  • You need to decide early on if you care more about having Soll himself be called into account or if you want to do away with the structure he created. Can't do both.
The Political Landscape: Who can I trust?
If you don’t want to play a guessing game of who is out to get you and who isn’t,this is the section for you. Note however, that this is full of spoilers if you want to find out some of this yourself..
Also note that “trust” doesn’t mean “always right” it just means that they are telling you the truth as they see it and understand it and they actually want you to succeed.

Trustworthy:

Lucian Galade: Your chief strategist for good reason. The man has very good political instincts and is almost always right. If says something will cost you votes, he’s right. You will sometimes still disagree with him and make up for it in other ways, but still, pay close attention and take him seriously.
Symon Hall: He’s very pro-capitalism and pro corporate, but generally gives good advice
Deivid Wisci: He is a very astute foreign policy head, and almost always right
Nia Morgna: As a reformer, this woman is your ally and shares your goals. Listen to her.
Iosef Lancea: Iosef is a slightly complicated case. His strategic military advice is good, listen to him over the generals. But when it comes to questions of immigration and internal security, he is a bit more prejudiced towards keeping the military’s role and traditional Sordland.
Ciara Walda: She’s entirely focused on her issues with education, but can be trusted
Paskal Beniwoll: The health version of Ciara: focused on his issues and not much else



Somewhere in the middle/Out for their own interests:

Petr Vectern- Your VP is a good friend and loyal to you, but he is also an alcoholic playboy who can’t keep it in his pants. He gives sound political advice in general, but he has poor personal judgement.
Walter Tusk and Marcel Koronti: These two greedy slugs are out for their own interests. If you stay diplomatic and give them some of what they want they will support you and help you, but remember it’s just for their own greed. They also represent a veritable series of pitfalls as they try to engage in almost comical levels of corruption in their attempt to bribe you or improperly influence you in multiple ways that can break out into a scandal later on if you are not careful.
Monica Rayne: Your wife is a smart woman and in the process of becoming a Jackie Onassis type feminist icon. She supports you and wants you to succeed, but she's fundamentally an idealist who's political instincts are clouded by that idealism. Given our goals, she's our ally, but we need to manage her demands with the complex larger political situation.


Untrustworthy:

Lileas Graf- your minster of the interior is a committed Sollist and in fact plots throughout your entire administration to overthrow you. Take everything she says with a grain of salt.
Orso Hawker- The Chief Justice is one of your central opponents of reform.
Heron Garaci- While he can be suborned to support your constitution, there is a reason he accompanies Hawker when they come to try and convince you to abandon your reforms and declare an emergency.
Valken Kruger: While not actively working against you like Lileas or Orso, Valken is an Old Guard who is against your reforms, and furthermore, whose general military advice is outdate or bad. In any argument between him an Iosef, go with Iosef.

Preventing or Winning the War Against Rumburg
In case you skipped the reforming economy section, I want to start by pointing out that the economic side of the game matters to the outcome of a war with Rumburg, should one occur.

In short, the better your economy the better your chances of winning both because your economy can better support the war effort and because your lucrative economy represents a more valuable investment for your allies.

It's worth pointing out that you have a great deal of control over whether the war even happens in the first place: you can prevent the war entirely and be reelected after a normal election if you like or make choices that make a war likelier.

As with everything, your overall behavior in terms of both actual choices and dialog choices throughout the game matters to the overall outcome.

If you want to make a war less likely: adopt a less martial stance, deescalate the situation when Rumburg makes provocations and so on.

If you want to make war more likely then you do the opposite: you respond aggressively to their escalations.

My general policy is to respond to their aggressions: don't escalate further than they do, but respond in kind.

The most crucial choice in terms of causing or preventing the war is at the meeting of the Allied Nations on Turn 10.

There, you can choose to reveal the things you have learned through your defector to the world and thus cause Rumburg to become an international pariah and suffer massive trade sanctions, and thus defuse their desire for war.

On the other hand, if you’d rather deal with them once and for all you can not reveal what you have learned and it becomes much more likely that they will declare war (your behavior throughout matters here as well).

General Strategy

If you have decided that you want to win a war against Rumburg, there are a few crucial things to keep in mind:

  • I want to point out again that you want to make sure your economy is in the best shape possible by the time everything comes to head in turn 10. It reflects both your overall ability to produce and support a war economy and also influences your allies to be more helpful.
  • During the budget meeting boost defense spending
  • Go with Iosef’s advice to both modernize the army and do away with conscription
  • When asked what to do with the resources freed up by ending conscription, choose to further modernize the army.
  • When you are asked to give asylum to an informer, do so.
  • In the argument between Interior and defense over who gets the Gendarmerie, keep it with Defense. It matter to the eventual outcome of the war a great deal.
  • Your own army is the one you can trust to do the most mission critical things
  • Your allies are trustworthy, but they should be given supporting tasks.
  • Rumburg’s army is not as good as yours in quality, but it is much larger. Don’t make choices that might get you dragged into a war of attrition, be aggressive.

Specific Advice on how to Win the War

  • Go with Iosef’s Pincer Strategy
  • Have Agnolia attack Dome
  • Have Lespia guard your flank
  • For phase two after the success of the pincer strategy, go straight for the capital
Chapter I: President Rayne: Prologue to Turn 3
Prologue

  • Wealthy family from Lachaven
  • Law at Holsord State University
  • Agree with Deivid
  • Tell Monica you support her cause
  • I joined the Red Youth, its likely that "neither" will also work
  • Vote for the United Sordland Party
  • Escort the refugees back
  • Sacrifice work to spend more time with the family
  • Join the internal opposition
  • Vote and campaign for Alphonso
  • Advise Alphonso to step down when his reforms go south
  • Promise to enact democratic reforms

Election Promises
Economy: Free market
Term focus: Interior
Diplomacy: West-aligned
Immigration: relaxed

- speak of change, hope and increasing productivity of the nation

Turn 1

  • Work with the reformist to write a new constitution
  • Veto the campaign finance bill
  • Ensure that the media is independent.
  • Promote the free market
  • Decide to build the L1 High Speed Train
  • Purchase 3000 shares in Armadine
  • Agree to meet with Mr. Koronti or don't, we'll be rejecting his offer when we do meet, doesn't matter much

The inaugural ball
  • Be nice to your family and Serge as always
  • Say that you're willing to work with the opposition if the opposition supports you and that you welcome Mr. Ricter's challenge
  • When she asks you why have you vetoed the ECF Bill, say that no political party should be silenced
  • Say that there's a woman behind every successful man and that you and Monica will work together to establish equality of sexes

    Turn 2

    • Visit the towns most affected by the unrest.
    • Reject Mr. Tusk’s bribe, but do so diplomatically.
    • Distribute stimulus checks to the people
    • If you decided to meet with him, reject Mr. Koronti’s deal, being as diplomatic as possible.
    • Award the L1 contract to Taurus
    • Attend the funeral of Bernard Ciceras.
    • At the funeral. Hold your own umbrella. Let Red Youths in with no convoy.
    • In the funeral speech, say that Bernard was a true comrade, that hatred begets hatred and we need unity, and quote one of his poems.
    • Order the consulate in Rumburg to be closed in response to their provocation
    • Veto the Tourism and Culture Preservation Act We would love to sign this, but our budget won't permit it.
    • When Orso Hawker comes to talk to you to suggest you declare an emergency you obviously say no. It costs you nothing to be diplomatic in your approach, however.

    Turn 3

    • Co-invest in Gasom (-1 Budget)
    • Convince Alphonso to increase the wages of blue-collar workers
    • Face the crowd of protesters head on. Explain to them that the wages have just been increased, that you are ready to improve the workers' station etc
    • Don’t ban either youth political movements.
    • Sign the G.R.E.E.N act.

    Constitutional Reforms to choose in the final draft:
    • Limit Veto
    • Remove Supreme Court Vote
    • Assembly & Supreme Court may impeach.
    • Confidence vote will be required
    • Decrease threshold to 8%
    • Decrees require an enabling act
    • Two terms
    • Judges can be impeached
    • Remove immunity OR Leave Member of Honor untouched (We can get the constitution passed with the Removal of immunity just fine, but actually trying to go against Soll will trigger all sorts of negative results that will ruin our other plans. I like to remove it since I am roleplaying a reformer even if in the end I don't take down Soll.)

    • Increase the EPA regulation to 49 percent.
    • During the Business Council dinner, toast "to our wealth and success"
    • Do not promise Tax Cut to Walter Tusk

    Budget Decisions:
    • Health: Maintain
    • Education: Increase
    • Law Enforcement: Increase
    • Military: Increase

    You may be wondering why we increase education and maintain healthcare rather than the other way around. We will eventually be privatizing both, but without the funding in education, the reform effort will fail, whereas (currently) privatizing healthcare gives us the funds needed to prevent the covid polio epidemic later on without any addition funds.






Chapter II: A New Sordland: Turn 4 to Turn 6
Turn 4

  • Do not invest in any particular region
  • Give all of the extra law enforcement budget to the Ministry of Justice and then give Nia the go ahead to form the Anti-corruption police. This is seriously one of the most critical movies of the entire game and makes many other seemingly unrelated things possible.
  • Accept Monica’s offer to speak at the Banfi festival, let her lead the way.
  • Do not give any more money to Taurus for the L-1. it will be delayed for a year and this is annoying, but it will eventually finish without the extra money and be part of the picture of the growing economy.
  • Increase taxes for big corporations and reduce them for small and medium businesses
  • Reform and Privatize Education During the visit to the school, say you applaud the little girl's determination,
  • Ignore the Gruni investments Sadly, our budget is too tight again
  • Meet with Gloria Tory and decline her various demands (It's going to be tight, but we can lose the conservatives)
  • Meet with Albin. He supports you with no strings, of course, you've given him everything he wants and more.
  • When addressing the USP, point out that the people have spoken, that we need reforms to survive the elections, then order them to vote yes. Our proposed reforms have basically gotten the reform/liberal wing of the party locked up, so out speech needs to get the moderates and as many conservatives as we can get on board. Thus our choices.

Turn 5

  • Accept the Arcasian Aid
  • Veto Religious Harmony Bill
  • At Petr's party, feel free to invest as you see fit, but be aware that if you aquire FC Anrica that means that later on you will only have the wealth to send Franc either to United Contana or to Holsord (and be guilty of nepotism). For this reason I normally get the vinyard.
  • Keep immigration laws relaxed.
  • At the Banfi festival, support Monica and interfere when Leste interrupts her. Choose the options that make fun of him without insulting or threatening him. (Do I have to teach you basic manners? Is rudeness a Sordish value now? You fell it's right to berate a woman? Your ideas will lead us to the dark ages. Without change we are fossils)
  • Focus anti corruption investigations on the Oligarchs (We get just about everything we would by focusing on the Old Guard but ALSO get to take down Tusk and Koronti as well as dealign with corruption more generally.)
  • Improve military equipment and begin a modernization program.
  • During your trade talks with Agnolia, refuse the increased steel prices. President Van Hoorten will be rather upset. Ask him if there is any room for discussion, he will ask you to recognize Heljiland as Angolian territory, and then agree to his alliance offer as well. []i(fun fact, if you agree to the increase steel price, you then have to recognize the island for the alliance, so the island recognition is a 2 for 1 for you)

  • During your trade talks with Wehlen, reject Wiktor Smolak’s deal. You don’t need Wehlen and agreeing to his deal will make allying with Lespia impossible, and Lespia is a much more valuable ally in our war that Smolak's tin pot dictatorship.

    Speech at the Assembly
  • Point out that the Assembly has always been overshadowed by other branches.
  • Explain that your constitutional reform prepares Sordland for a more democratic era
  • Say that it will rebalance the branches of government to ensure a more democratic process
  • Focus on unity.
  • Say it will make Sordland great again
  • When Gloria Tory interrupts you, calmly tell her that Sordland's Constitution is flawed and you both know it. and then ask her why she is trying to provoke you
  • Say everyone needs to set aside their differences and then to be part of a new era for Sordland and join and vote for the proposal.
  • Say you will write the future together
  • Finish your speech with a poem.
  • When other party leaders react, ask to speak once again.
  • Thank Frans Ricter for his his nice words and say that you epect his support and can do much more together.
  • Tell Kesaro Kibener that he shouldn't talk about democracy, that you don't need him and his time has passed.

    Turn 6
    • Remove mandatory conscription and then use the freed up resources to modernize your army. Make sure to still be police to Valken when he arrives part way through the meeting.
    • Invest your second mega project and choose the Sarna Agricultural zone (Benfi airport might also work, it did in the previous version)
    • In response to the crisis in Bergia, go with Nia's plan to create a semi-autonomous Bergia zone
    • Veto the CBR bill (budget reasons, if we sign this we'll cause a debt crisis with our other choices)
    • Privatize healthcare and spend the surplus on improving rural treatment

    Meeting with Frans Ricter
    • What's on your mind?
    • The USP is in agreement...
    • Who would have thought?...
    • We have a few connections on the inside..
    • Not yet but we're working on it
    • Of course, we're in this together
    • The USP will not be a problem..
    • Don't confront him about anything

    • Give the contract to Underhall (it's likely Taurus would also be fine, but roleplay wise I think giving a contract to the other private company after the L-1 delay makes sense)
    • Order new rural schools to be built and also increase salaries for teachers
    • Mandate the teaching of evolution, ban creationism
    • Sell two thirds of the Gasom Shares
    • Support PFJP's proposal to condemn articles 6 & 7 as inherently racist and discriminatory. (This won't work but will further our goals in other ways)[/i)
    • Spends vast amounts of money on Lobbying (-4 wealth) We need very vote we can get
    • In other news we get our returns from the Gasom shares and get +4 government budget. Nice.






  • Chapter III: Victim of Changes: Turns 7-8
    Turn 7

    • Scare Koronti by threatening to nationalize his company. (Not thinking of privatization > Yes I am > Imagine this scenario) But when he tries to involved you in his fight with Tusk tell him you won't get involved in Oligrachs affairs.
    • Reject the meeting with the Bludish leaders (We will meet with them and fix the status of the Bluds later, doing it now before the vote itself is too risky)
    • Choose to privatize, and then do the following:
    • SSC minority state owned
    • Nedam Mining minority state owned
    • Veto the Unified Education Act
    • Decline the bribes from the Oligarchs and tell them they will buy the shares on the open market.

    Vote on the Constitutional Changes
    • Go down to the hall where the MP's are
    • Shout at the assembly from the center of the hall
    • Say Everybody cast your vote and sit back, don't crowd the hall.
    Congrats on passing the constitutional changes by exactly 1 vote.

    Moving right along with Turn 7 choices...
    • Reject Frans Ricter’s offer of an alliance
    • Grant asylum to the whistleblower from Rumburg. This another one of those “seemingly small but actually crucial” moves.
    • At the movie premier say you trust the Justices to make the right decision, and that you knew Soll would be coming. Not sure it matters, but I say the Sordish dream is my favorite movie and am polite to Soll if firm.
    • Send Franc to Harcard if you have the money or to Contana if you don't.
    • Start negotiations with Lespia

    Day of Descension
    • Bow to the archpriest
    • Pull him aside for a photo
    • Confess to whatever you like
    • When you asks you about Monica, tell him it's none of his business. When he ask you about evolution, tell him there were extenuating circumstances.
    • The ceremony itself: Scepter with left hand, altar with right > Kneel > Touch the sword with your right hand > Hand the scepter to the archpriest > Pass the sword to a disciple

    Dinner with Justice Edmonds
    • Wait to order till she arrives
    • Stand up for a handshake
    • Let Edmonds order before you and also order a salad

    Post Reform Meeting Plans
    • Focus on the economy.
    • Impeach Justice Hawker.
    • DO NOT impeach Soll. Doing so will cause protests, which will crash your economy and a bunch of other problems near the end game.
    • Continue to investigate the Oligarchs
    You may be wondering why we removed Member of Honor immunity if we're not Honestly, because we could and for roleplaying reasons. It has no impact, but from a reformist run role playing perspective, getting rid of the "loaded gun" of post-Presidential immunity is good even if you don't have the ability to take on Soll.

    Address to the Nation
    • Point out that you succeeded at reforming the constitution. I pick the choices that are more bread and butter and point out how it will help the average Sordish citizen.
    • Say you'll focus now on the economy
    • Decalre that the future is in our hands.

    Turn 8

    • The L-1 railway is finally finally is open! Attend the ceremony, talk about how it brings jobs and get in the train like a smart politician. I always have Symon go with me.
    • For Hawker's replacement, pick the most experienced judge. It has so many different pluses it's the bets choice by far.
    • For your decrees, I just pick the Sordish Radio & Television Council (and keep it independent) & the Fair Trade Competition Commission. We don't have the budget for anything else, sadly.
    • Go ahead and sign of the bill for the autonomous zone in Bergia. In won't pass, but still, it's good to be seen pushing for Bludish rights.
        Trade talks with Lespia
        • It doesn't matter what you do with the teapot.
        • Thank him
        • “Have you been drinking?”
        • “You are speaking to a president. Where is your professionalism?”
        • "Mr. Alvarez are you making fun of me right now?”
        From here, he will sign the trade deal without even looking at it. The conversation that follows can be confusing as to whether you are joining ATO or just allying with Lespia. It's the latter. Agree to the alliance with Lespia.The Affair Scandal
        • Take everything from your old campaign office
        • Telll Petr he better fix this or you'll have him fired
        • I call Evelyn and Lucian, but I think Lucian is the only mandatory call here.
        • Tell Lucian to investigate Livia
        • Shoulder the blame with Petr
        • At the press conference, be honest and say that you hope to regain the populace's faith. Make sure to call "Livia" by her real name (Iilana Vance) and mention that she is a Rumburg spy. Let Petr take a question then end the conference.
        Turn 8 continued..
        • Agree to open the women’s rights commission
        • For your replacement VP, both Lucian and Albin should work. I went with Lucian because I find Albin kind of annoying.
        • Donate at least 1 wealth to the Sordish League of Women
        • Keep the Gendarmerie with the Ministry of Defense. (In a better world, we could change this, but first off Lileas cannot be trusted and second off, changing this to the interior will weaken our military in a crucial way in the upcoming war.)[/i)
        • Begin the investigation against HOS/Koronti and obviously do not call him because you are not an idiot. Finally our investigation into these greedy slugs is paying off
        • Make the vaccines mandatory. (Remember, vaccines cause adults!
        • Sign the Less Smoke Bill (Our budget is starting to recover, although of course, we have some expenditures coming up to save us from the perils of a surplus)
        Ascharaff Anniversary
        • Choose to attend without a convoy
        • Raise Mansoun's hand in a display of unity
        • Pick up a candle
        • Light the torch together with Mansoun
        • Praise Aschraf and others who protected their land. Say you share their anger and feel ashamed for actions of your predecessors. Tell the people about your dream of united Sordland.
        • Hug Mansoun.

        • Accept the Arcasian military industrial aid
        • Don't expand any industry. It'll be very tempting because it looks like you have room for a deficit. Well, we have some spending to do in turn 9 for other priorities and the expansion here is unnecessary to have the economy recover.
    Chapter IV: Checkmate (Turns 9, 10 & Endgame)
    Turn 9

    • Sign the women’s liberation act into law.
    • Veto the Human Dignity Bill
    • Veto the CFA (sadly, budget reasons again)
    • Sign the Minority Rights act after agreeing to form the comission with Leke
    • Sign the Alcohol Tax Law
    • Sign the Fair Luxury Tax
    • Don't fund either youth group, obviously
    • At this point, Koronti gets arrested. One Oligarch slug down, one to go.
    • When Rumburg downs one of your planes, respond diplomatically.
    • Hold a military parade
    • Agree to meet Dwight Walker from the USA..oh sorry.. Arcasia, but don’t agree to join the ATO.

    Election speech at USP HQ
    • Arrest and try Tusk. Very satisfying.


    • Symon should announce to you in your meeting that the economy has recovered. Congratulations!
    • I go ahead and take loans from the MFF, but I'm not sure it matters too much (+2 Budget, Current Budget=0)

    Turn 10

    This turn you have a very important choice to make that shapes the entire end game.

    You will be attending the Alliance of Nations and making a speech. In addition to voicing support for your allies and the Blud ethnic minority, you can also handle the address about Rumburg in two ways which can either prevent or cause a war:

    • Call out Rumburg and present all the lovely evidence your defector has found for you about its smuggling of weapons and development of Nuclear Weapons. This will cause the entire national community to enact trade sanctions on Rumburg, isolate them and defuse the war. The end game will consist of a normal election campaign, where, honestly, if you play even half smart you will win because, well, we rewrote the constitution and ended the depression and defused a potential war.
    • Call out Rumburg but pick the dialog choices that don’t mention this evidence. (and I mean ANY of it. Just the weapons smuggling by itself is still sufficient to cause #1)


    End Game:

    What happens this turn, as I mentioned above, depends on your choices at the AN. If you defused the war by revealing Rumburg’s crimes, a regular election will happen. Any half reasonable set of choices you make here will net you a reelection victory, after all, your record speaks for itself. Just mention all the stuff you’ve done.

    If you don’t reveal Rumburg's weapon smuggling or nuclear program, then the diplomatic crisis breaks out, followed by war when you don’t give up part of your country to Rumburg (I assume you aren’t an idiot).

    Look back at my strategy for how to win the war above, but the basic idea if you forgot is to be aggressive and have your allies do supporting maneuvers to your moves.

    Guide does not work, might need to be updated, lost the vote by 1 due to Solls appearance, Also I got +2 from selling 2/3rds shares in Gazrom not +4

    I followed the guide to the T, but it didn't work - Rayne lost the constitution reform vote bye one,- there was an assassination attempt at the military parade, economy went into a depression, went to war with Rumburg, lost the war, was taken prisoner, and Rayne spent his last years of his last in Rumburg prison.

    Clearly I missed something in this guide.

    This guide worked for me, but some events didn't happen. Tried to go to the war path but everyone shunned Rumsburg and that was it. A little anti-climactic ending for me. Specially because you need to start a new game just for that.

    I attended the anniversary and still defused the protests. Not sure what I did exactly, but I supported the Bluds in all previous things and brought an armored convoy.

    This guide helped, but my first 3 attempts at it failed and ended up with a coup. My 4th attempt was special, though. The only real changes I made was not forming a women's right commission, almost leading to a divorce. I avoided the coup by winning the war with Rumburg, thus securing me a second (but my last) term, thanks to term limits.

    The game has changed quite a bit since this guide was made. Look for guides that are made with version 1.17 in mind.
