You were correct all along, that achievement has been bugged, i had hope it was something super secret we had yet to find XD

Probably it isn't the best demonstration video ever, because I only had a tiny water pool to work with, and so the two stakes had to be really close together, and so it's a bit hard to see them.
(But then again, for all I know, maybe one or the other or both stakes must to be really close to the enemy for the achievement to trigger... who knows?!)
So at this point, my best guess is that (a) you do indeed need to fully kill the enemy, despite the achievement description not actually making that part super clear; and (b) there's something super finicky and overly strict about how the game decides to grant the achievement: probably the precise hit that actually kills the enemy off needs to specifically be from the direct damage of the lightning strike, or specifically be from the water AoE shock damage after the lightning strike, or something else really strict like that. Which could account for why it's so inconsistent: sometimes the enemy will die from the lightning strike itself, sometimes from the water shock AoE, sometimes from other modifier effects like poison/bleed, etc.
