The HSTV-L is a mid development prototype built during the cold war under the 1972 ACVT program initiated by DARPA, the project was intended to create a vehicle following the idea that weapons were progressing in a manner that would make armor irreverent, and a faster more agile machine would survive longer.

In 1977 the second ACVT prototype listed as the HTSV-L (High Survivability Test Vehicle - Lightweight) came around with two designs submitted, one having a very distinctly flat turret utilizing a cleft mount for a 75mm, and another with a 75mm plus 25mm bushmaster fitted to a height adjustable platform. The cleft mounted version was selected and constructed coming in at 20 tons with a 650hp engine, 3 man crew, and was fitted with highly advanced expensive systems for testing.

Due to the way the gun was mounted into the turret it could achieve 17 degrees of depression at the front of the vehicle, and 30 to the sides, plus had a Hunter Killer optic system that allowed the commander to search for targets while the gunner focused on the current threat, after the commander designated a target all the gunner had to do was push a button to have the turret swing automatically to the target at 57 degrees per second (17 faster than the M1).

Its main gun, the Hyper velocity ARES 75mm XM274 was capable of 100 rounds per minute, Reloading a Telescoped 75mm APFSDS shell into the breech after firing in less than a second (0.8 Seconds), during tests it only had 26 rounds but could carry 60 with minimal modifications. The 430mm of pen at 2000m after optimizing the system as much as possible was still less than desired for the army particularly when the special 75mm ammunition cost 11 times more than a 105mm APFSDS round, even though the Marines showed much interest in the weapon system they could not fund it on their own and the project was canceled.

A ceramic engine was also considered for the project as it would mean not needing a cooling system.

The HSTV-L was developed into the RDF/LT which also lost interest from the army, as they wanted any fielded light tanks to use the same gun as their MBTs for logistics sake.

The Budget HSTV-L is a machine built for multiverse. Its 197 blocks total allowing multiple people to be using It or other budget tanks that are balanced between each-other for combat. It is a mobile tank with a trollish upper front plate, a diabolical hull down profile, features extremely good gun depression of 17 degrees, and a punchy x7.5 cannon. It however will not take many hits to the side and rear.
