Save Editing for Fun and Profit

Preparations

Location of the savegame:
C:\Users\<your user name>\AppData\LocalLow\Torpor Games\Suzerain

You also need a text editor, preferably Notepad++ or Ultraedit, but Windows Notepad would work.

Before getting to work, you should always make a backup of your save file in case you mess up and the file cannot be loaded properly.

Budget

Ctrl+F and look for this:
[\"BaseGame.GovernmentBudget\"]=

The government budget available to you will be right behind this phrase. Change it to whatever you like.

Personal Wealth

Similar to how budget is handled but look for this phrase instead:
[\"BaseGame.PersonalWealth\"]=

Change to your heart's desire.

How to get reform package past the USP party

You need to find these two lines and change them to true.
[\"ReformsVar.Albin_Convinced\"]=
[\"ReformsVar.Gloria_Convinced\"]=
This way even if you flat out say no to their demands, they will still get you past the USP bit.

Edit: Some in the comments mentioned these two being the factors for Gloria and Albin's agreement:
[\"GameCondition.Turn04_A_Convince_Gloria\"]=false
[\"GameCondition.Turn04_A_Convince_Albin\"]=false

I personally suggest Ctrl+F and searching for Gloria and Albin and change all seemingly relevant factors and setting them to true.

How to get Articles 6 and 7 removed, safely?

In the game you will be prompted to remove Articles 6 and 7 from the Constitution, but doing so will have serious repercussions for you to pass your reform package since USP will gang up on you.
If you'd rather they behave and not ask you to make changes to your reform package:
Change these two lines and change them to the following

[\"BaseGame.Amendment_USP_Gloria_Convinced\"]=true (this refers to the fact that you convinced Gloria after she confronts you)

[\"BaseGame.Faction_USP_AgainstProposal\"]=false (refers to the fact that USP is against you for the proposal)

I've tried changing only part 2 but it didn't seem to work, so change both of them just to be safe.

Others

There are a lot of other factors in the game you can change, such as the economy and the various factors you gain throughout the game. Do be careful when you change those though, as you may potentially screw up game progress. Like I say, always make backup files.

Mostly still accurate, great info to get things past Gloria and the Assembly, but the conversation flow that used to guarantee Justice Edmonds cooperation now fails if you add Articles 6 & 7 to your proposal, and the reforms fail to pass the Supreme Court.

Articles 6 & 7 edits are not working. I don't know if I changed them too late, but I load the game and right after talking to Petr in the campaign office I get notified the vote still failed in the assembly.

For the Rizia dlc I used RiziaDLC.Resources_Authority to edit my resources, just change Authority with Budget and Energy. The maximum for the three resources are 25 from my experience
