@Lord Of War - Apologies, I didn't phrase it very clearly :P
The wooden double doors leading to the cellar are always opened with a code. The code inside the mansion itself is on an identical clipboard to the one in the wine cellar, and will be found inside one of the RNG side rooms (marked in red on the first image). It will always be in the same room as the computer which tells you the names of the guards wearing each mask. You should be able to open it throughout the heist, but the keypad will reboot if you enter the wrong code or use an ECM jammer.
The blowtorch is used to open the cage doors inside the wine cellar if you didn't take the boat entry.
I did find it, however, I don't see the promts to open it from outside.
1) does it become openable at certain point or straight away?
2) I found the cellar code inside the wine storage, but never outside - does it spawn only inside?
For me two information were missing:
21 bags in total,
and to open the cell in the wine cellar you need to pick up the blowtorch.
Was standing in front of the cell door wondering how I can get inside :)
