Riskier Crimes: Remove option to pay fines

Beskrivelse
I hated how you could pay your way out of going to jail. It removed the sense of danger when commiting crimes. Not anymore - If you commit a crime now, the guards won't rest until you've been locked away.

This mod removes the "pay fine" choice upon arrest. You can however still use special privilleges like the Thane's immunity.

I only edited the guard's dialogue files, so this should be compatible with most other mods.

Paying a fine should still be allowed bit i) the fine should be increased (10 gold becomes 100 gold) and only for fines that are below 1000 gold (so stealing)

Maybe the way to go in skyrim is to expand on the types of crimes (to be more than just murder/stealing) and be able to pay a fine for lesser crimes--without going to jail.

Well, for certain crimes, like murder or stealing--are there really any other crimes than that?--where paying a fine might seem "the easy-way out". What about crimes, in real life, where you pay the fine and don't go to jail, such as, speeding, running a red light, etc, etc
