Riskier Crimes: Remove option to pay fines

I hated how you could pay your way out of going to jail. It removed the sense of danger when commiting crimes. Not anymore - If you commit a crime now, the guards won't rest until you've been locked away.

This mod removes the "pay fine" choice upon arrest. You can however still use special privilleges like the Thane's immunity.

I only edited the guard's dialogue files, so this should be compatible with most other mods.
