You have the tools and units to win that level, but understand that it is the most difficult scenario due to the lack of additional units. Create separate police groups; an inner group that pushes protesters outside the circle, and an outside group that makes sure protesters stay as far away so as to not regroup with their whole. Remember to use your utilities as much as you can in this scenario because it is unbelievably easy for protesters to regroup simply by walking/running around your units.
I just want to add that I used smoke on the crowd sparingly to help get all the rioting groups on the far edge of the zone. This allowed me to use 5/6 camels to keep them out while my 6th unit played Renegade Round-up.

I advise you to experiment with formations and police resources for now. I'm currently overseeing other plans of mine through, so you might have to wait until then for Further guidance.

Unit allocation. You could have one squad ensuring no protesters get through you (with the aid of a wall formation), while the other squad concentrate on rounding them up together and or disrupting the opposition very own formations (using the arrow formation which divides and disorganizes them).
Note: I'm considering creating a more detailed guide explaining game mechanisms and other details within the 'RIOT - Civil Unrest' in the near future.

Nonetheless, you can set all assault units into a 'wall formation' and proceed push groups of protesters back. Make sure smoke grenades are precisely thrown in front of a crowd to effectively push them back. Should they be scattered, horde them together, then push them back as a group.
Be sure to overwhelm them with smoke grenades, because it demoralizes/scares them and results in a more controllable crowd.
But when I try to push them away with the charging ability and with smoke grenades, they are everywhere so its really hard to contain all the crowd.
Because all the units are assault units, I cant push them away like with tactical units.
How can i push the crowd in a effecient way ?
Repelling rioters with smoke grenades/ammunition is an effective method of pushing back rioters without performing actual violence. Once sent back, your officers should be able to contain the entirety of the crowd. Keep in mind that the police faction, like the rioters, can win if their opposition retreats or are sent off screen.
Also, do not resort to violence, or over use certain repellant items, and you shouldn't lose any political points. Protesters participating in a 'sit-in' can be dispersed easily with smoke.
