pretty certain I had this mod installed since 2018

This is a feature combined with Dragon Soul Relinquishment should've been in vanilla from the beginning.
Because let's face it, shouts like Animal Allegiance and non defensive shouts are more or less just a waste of time to unlock.

Completing the quest (doing three bounties) gives a perk point.
