This is a feature combined with Dragon Soul Relinquishment should've been in vanilla from the beginning.
Because let's face it, shouts like Animal Allegiance and non defensive shouts are more or less just a waste of time to unlock.

OP but interesting, maybe only get one every three bountys? like a new quest -Bounty Hunter: Whiterun- 0/3.
Completing the quest (doing three bounties) gives a perk point.
