Notes
This tier is for showing the difficulties of learning these characters in KOF13. This game is balanced and D tier characters can actually beat S tier characters for veterans.
Keys in this guide
Q: What do you mean by 123456789?
Look at your keyboard's numpad, the numbers are representing the directions. Such as 4 represents left and 6 represents right. If the command is 214BD, that means the commands are ↓ ↙ ← BD.

Q: Which buttons refer to ABCD?
A refers to Light Punch = LP in the game
B refers to Light Kick = LK in the game
C refers to Strong Punch = SP in the game
D refers to Strong Kick = SK in the game
If I used BD in the guide, that means the command need to press B and D at the same time.
Types of the characters
1. Double-charge
Why are they called "Doubled-charge"? It's because the commands of their moves are double-charged, such as: 2(charged) 8 & 4(charged) 6. You need to learn how to use those moves if you want to learn their BC combos. And also the timing is important. Their damages are medium or low. They are not recommended for newbies.

2. Flexible
They are quite fast, and also quite agile. You may need to learn some frame tricks to play them. However, their damage are almost lower than most of the other characters. Quite easy to learn them.

3. Single-charge
Yeah, the commands of their moves again, such as 1(charged) 6. However, they have a big difference with double-charged characters. Their damages are higher, fist determination are stronger. They are skillful, may more suitable for medians.

4. Wave-rise
Wtf are "wave-rise" characters? As their moves have fire-balls and uppercuts. Well, they are the most easy to learn in all fighting games, but they are also very annoying and disgusting. If newbies used them wrongly, the match will be boring. So, before some of the players kick your ass off, use the characters wisely.

5. Hardcore
Hardcore, their damages are absolutely highest. But, they are very slow when performing some moves. (Excluding moves with unbreakable time) Newbies need to know how to face hardcore characters. (Most of the newbies quit the game because of them XD)

6. Blast
Blast characters is similar to wave-rise characters, but blast characters don't no uppercuts, they have many air projectiles instead. In this game, there is only one blast character -- King. She can throw fireballs everywhere, even on the air. (Very annoying~)

7. Speed-type
As you see, their biggest advantage are their speed. They are faster than the most of the other characters. Also, most of them have a wide range of anti-air skills. However, their damage was taken to boost their speed.

8. Continuous-hit
They have a huge difference with other characters, that's they have a despiration move is for them to perform unlimited punches. Please don't underestimate these characters, they can perform huge combos by using continuous hits. In this game, there is only one continuous-hit character -- Joe. He can do the things that all I have talked about upside, but he has a big damage-cut.

9. High-injury
These characters' damages are very high. They also have some great anti-air moves. However, their speeds are most very slow, or maybe requires some single-charged skills, most of their moves' continuity are bad. So I recommend these characters to the players who plays quite well.

10. Grasping
This is the most common type for all fighting games. Their command grabs' damages are on mid-high level, so they are very dangerous, you will get stuck if you jump wrongly. To prevent their command grabs in this game, you can use 42*unlimited to escape and give them a counter hit. Also, some of them have air throws.

11. Suppressed
They are similar to high-injury characters, but some little differences. Their high damages are the same, but their continuity of their moves are higher. So those characters are on the top. Very suitable for the newbies to learn some skills and moves.

12. Shameless bosses
The two bosses in the game -- Saiki (After transformation) and Dark Ash are the bugs in this game. Boss Saiki performs infinite combos and Dark Ash got the highest damage and speed. Don'tttttt useeeee cheatsssss!!!!!
Level 1 (Lords)
Ratio 1 (Lords only)
Ash Crimson [Recommended Order: Third]
First double charge character. (HD Combos: 28Kick + 46Punch)
The Main Character in Ash Saga (2003, XI, XIII).
He is deliberately designed to be the slowest,
the representative person with the weakest air skills and the lowest damage.
But his Super Desperation Move: Sans-Culotte (ABCD) can change to an unlimited combo via long time practices.

Mai Shiranui [Recommended Order: First/ Second]
First flexible character.
Wide range of fists and feet,
But the skills are less functional,
In projectiles, invincible skills, anti-aircraft, catching skills:
there is only one projectile in the four skills.
Her air 2B can perform cross-ups, so it can cheat some newbies.

Robert Garcia [Recommended Order: First/ Third]
First Single Charge character.

The strongest character in Ratio 1,
He has all four skills, boxing ability is considered intermediate,
However, his HD combos are slightly more difficult.
His NEO has a bug that can let your opponents can't move until the time is up.

Terry Bogard [Recommended Order: First/ Third]
First wave-rise character.

Wide range of fists and feet,
but the slowest return character,
He has hostile air skills and flying props.
His 28AC uppercut can perform combos when you are in every places.

Mature [Recommended Order: First/ Second]
Second flexible character.

Have a fast near C and a slow far C,
her combos most start with soft hits.
Her 623P.P can make some cross-ups to cheat newbies.

Leona Heidern [Recommended Order: First]
Second double charge character.
(HD Combos: 28Punch + 46Kick)
Her damage isn't high,
needs more practice just like Ash.
She is a child who lacks love,
Urgently need the care of loving players.

Her Air 2426P is fast.

Ralf Jones [Recommended Order: First/ Third]
First hardcore character.

Large attack range, high speed, destructive.
However, the four skills are completely absent.
His 236AC is most unbreakable.

Saiki Crimson (after transformation) [Don't use the cheat.]
First shameless Boss.

No ordinary fall,
no crouch attack,
no jump attack,
no NEO-Desperation Move,
but he has unlimited combos.
Level 2 (Mid-high Players)
Ratio 2 (Mid-high players only)
Athena Asamiya [Can put on every places]
Second wave-rise character.
The strongest character in Ratio 2.
Possess four skills.
Her 426P is useful.

Yuri Sakazaki [Recommended Order: Third]
Third flexible character.
Shorthands and short feet,
but her judgment is strong,
some players list her as a Ratio 4.
+ Her 623P.AC is an irresponsible addition.

Billy Kane [Recommended Order: First]
Fourth flexible character.
His stick is hands and feet,
Although the attack range is large, the attack range is also large.
Four skills are absent.
His 623BD is fast.

Kula Diamond [Recommended Order: First/ Third]
Third wave-rise character.
Combos start with soft hits,
her damage is medium,
but you need to remember many commands.
It's a pity that it's tightly wrapped.
Her 214BD is fast and useful.

King [Recommended Order: Second]
The only one blast character in the game.
Powerful fists and open-ground projectiles, but not much damage.
Her 236236P is the only uppercut and it has unbreakable time.

Andy Bogard [Recommended Order: First]
First speed type of character.
It seems weak and sometimes hard, skilled and error-prone role.
His NEO is absolutely fast.

Elisabeth Blanctorche [Recommended Order: First/ Third]
Fifth flexible character.
Short fists, super kill with magic judgment.
+ Her 2624P is an irresponsible addition.

Joe Higashi [Recommended Order: First/ Third]
First continuous hit character. (4 hits punch)
His damage is weaker than the other two Muay Thai,
but his continuous punches are unlimited potential in the corner.
Level 3 (Medians)
Ratio 3 (Medians only)
K' Dash [Recommended Order: First/ Third]
Second speed type of character.
The main character in N.E.S.T.S. Saga (99~2001).
His fists are slow.
Medium destructive.
+ His air 214K is an irresponsible addition.

Raiden [Recommended Order: First/ Third]
Second single charge character. (4 seconds kick)
Super large size plus super fast speed.
He is nearly like Chang Koehan.
His charged kick (4 seconds to 24 seconds) is an irresponsible addition.

Takuma Sakazaki [Recommended Order: Second]
First high injury type of character.
His whole very old fist,
but the role positioning is a powerful fort.
He can easily perform combos that more than 300 damage without consuming resources.
+ His 464AC is an irresponsible addition.

Vice [Recommended Order: Third]
First grasping type of character.
Own Airmaster CD,
and her 426BD is an irresponsible addition.
+ Her air 12682P is also irresponsible addition. (Only works to Iori with Flames)

Ryo Sakazaki [Recommended Order: First/ Third]
First suppressed type of character.
Powerful fist.
His 236A is strong because of the position is 0.

Kensou Sie [Recommended Order: First]
Fourth wave-rise character.
A role that is easy to make mistakes against aerial skills.
His 241BD is high damage.
He can perform throw combos. (Only at the corner)

Maxima [Recommended Order: First]
Second hardcore character
Turret character, his fists are 90% unbreakable. (They have shields)
His 624B grab perform in 1F, so he can suddenly grab your opponents back to corner quickly.
+ His 2626AC can ground addition. (But not very useful)
Level 4 (Novice)
Ratio 4 (Novice only)
Saiki Crimson (before transformation) [Recommended Order: First]
Second high injury type of character.
The actions of his moves are similar to Ash’s actions.
Although every action is ugly for a boss, they are high damage.
His 2626P damage cannot be cut.

Hwa Jai [Recommended Order: Second]
Third high injury type of character.
Can be called the best Muay Thai (King is the foot).
Fists fast and far, destructive power is also great.
Personally feel that it is unnecessary to use it if it is not to fight the enemy.
His 2424P buff increases speed and damage.

Clark Still [Recommended Order: Second]
Second grasping type of character.
The King of grasping skills.
Ultra-long, fast air throw and rapid, powerful advancements.
Super hard Air CD.
He has unlimited combo, but only 1% of people can perform it. (Unlimited continuous punch)
+ His air throw (Air 4C or 6C) is an irresponsible addition after air C or D. (Only works to Iori with Flames)

Benimaru Nikaido [Can put on every place.]
Second suppressed type of character.
Stun is long no matter whether it hits or defends.
It is difficult for the opponent to fight back.
The flaws in the grasping technique are also small.
Strong potential in the corner.
He has unlimited combo. (Unlimited Air 236P)

DuoLon [Recommended Order: First/ Second]
Third speed type of character.
He is a bad masterpiece.
The fists are so strong that most characters can't fight back.
The same is the best choice to fight the enemy.
His 236AC can perform huge combos.

Shen Woo [Recommended Order: First/ Third]
Third suppressed type of character.
Powerful moves.
His 6246AC command grab can throw your opponents in a wide range.

Daimon Goro [Recommended Order: First/ Third]
Third grasping type of character.
Lavish.
Far catching skills.
His 426AC is fast as typical uppercuts.
+ His 623A is an ground addition.

Chin Gentsai [Recommended Order: Third]
Fourth high injury type of character.
Powerful counterattack and fists.
His 241P buff (Maximum: 5) increases damage.
Destructive.
Level 5 (Newbies)
Ratio 5 (Recommended for Newbies)
Iori Yagami (with Flames) [Recommended Order: First]
Versatile role.
There are no routines that cannot be cracked and cannot be used.
He has infinite Rekka (214A & 2624P cancel) combo.

Kyo Kusanagi (N.E.S.T.S.) [Can put on every places]
Fourth suppressed type of character.
His 236P and air 2C can block easily and knock a group of people to death.

Mr. Karate [Recommended Order: Second]
Fifth high injury type of character.
The response time of the attack judgment is very long,
and the fists are fast and hard.
Various cancellations are possible.
His air 426K is strong,

Kim Kaphwan [Recommended Order: Third]
Fifth suppressed type of character.
There are only two disadvantages:
Gas storage skills and inaccessible projectiles.
Wide range of fists and feet.
His air 214BD is 99% unbreakable.
His NEO has the least exemption. (>250 damage)

Kyo Kusanagi [Recommended Order: First/ Third]
Sixth suppressed type of character.
The main character in Orochi Saga (94~97).
Strong fists (slightly slower) and gauges recycling.
Destructive power.
+ He has an infinite combo. (Unlimited 236B) *This is not a typical infinite combo. You can just use about maximum seven 236B. However, this earns gauges and it's easy to let your opponents stun.

Iori Yagami [Recommended Order: First/ Third]
Sixth high injury type of character.
Strengthened Iori.
Reinforced in proportion to lost skills.
Hardness and damage.
His 214BD is most unbreakable.

Ash Crimson (Dark)
Second shameless boss.
The Ash who was controlled by Saiki.
All moves and speed are greatly enhanced.
Easy to perform infinite combos.
Conclusion
At All, every character in KOF13 can use online matches. You can choose what you like, but you must practice.

Some people think that every online battle is like a competitive match, so they will force themselves to play well.
Some people are playful anyway, they don't take themselves too stressed.

What exactly makes Mai a D tier? And why is she in the Level 1 Lords category if she is so low in the tier ranks?

The tier list is to show how difficult the characters are to learn, not how good they are.

Highly disagree on some tiers postioning...
Elisabeth is the worst character in the game,there is not excuse on that!
Chin played at proper level is as threatening as Mr.Karate,Kim and Flame Iori,he has no reason to be A tier,i'd swap either Kyo or Iori for that!
And also Vice probably the best comeback potential in the whole game,if placed third with full drive and some meter,she is nowhere near B tier!
She can absolutely run jab antihop and convert that into 7/800 damage,which is ridicolous!
Everything you said is pretty much correct, but that tier list needs some serious revisions!
