AX's Euskal Herria : an Independent Basque Country

This nation includes the current Spanish Basque Country region (Euskadi), Navarra and the French Basque Country, with a total population of over 3 million.

Any help with balancing is welcome! It's the first iteration of this mod, so there's much to tweak.
