Playing with it more on the sub level almost seemed like there was a pattern, where if there are interactable objects around, the flickering happened, but once they were all gone, it stopped. But I can't be sure because some areas it seemed like there weren't any, but corpse shadows still flickered, so...

PS I did determine that the profile inspector is working, because when I force enabled the overlay I got the little green square in the upper left of the screen where it was trying to work, and disabling the option made it go away again. But none of the changes I tried there had any effect on the shadows :(

Or try in console! I hope it will work!
I'm just saying to be on the safe side, install the latest drivers from nvidia and if it still doesn't work, simply switch off all shadows.
Maybe you just have to wait for newer drivers and you play something else until there is a patch for Windows 11 and/or the driver.
Sadly I'm having a problem that none of this fixed and I can't seem to find a solution to anywhere.
Shadows cast by any actor (as opposed to environmental objects) flicker if I'm not right next to them. The further away I get, the more rapidly they flicker. It's the worst in the resistance HQ, but that might be because everyone is just sitting around casting flickering shadows all the time.
I have an RTX 2070 and have tried all settings from low to ultra with no change.
Any suggestions?
I also can't tell if the changes I made to match yours in the profile inspector are actually doing anything - the game doesn't look any different to me, so I've no indication anything is happening or that nVidia is even loading the profile.
So the sniper was okay with me from the start, but all the other weapons were very bad.
If you try my setting, all other weapons will get better, but the sniper will get worse.
But it doesn't get as much worse as the others get better, you just have to remember the new target point.
Just take a look:
