Had a 3 refuse initially but kept giving them gold / food / trade and then they accepted. You have the option of doing a couple at a time to ensure. I also used 2 vassals that I secured early on, treated them well
Forming the empire as suggested is the best way. Do not go into a coalition at all - ie don't bother with it.
But we went back to before i had an empire (with other factions), and did the process he wrote in one round.
One thing though, it looks like the satisfaction of administrator is very important so they don't refuse to join.
I also made it because i had other vassals.. didn't have enough territory for 8 administrators to become independant.
