you cant, you have to host the file in a dropbox public server. the problem is that isnt free anymore unless you are grandfathered in so you have to find another service that can host model files online. I would suggest copy.com but that shut down recently... idk for sure about others but it has to be a direct link to the file for it to work. and you have to convert the mdl file to obj first and convert the vtf texture file to png and you can just host that on imgur if you want.

How do you copy steam workshop urls ad use them in pac? This server has pac enabled and I wanna use a workshop model.

then you are missing the game or content that is in the PAC, maybe you need an addon or need to mount a game in gmod.
