Ukrainian Job - How not to wake the neighbors
By DarkRaven and 2 collaborators
This is a guide on how to stealth Ukrainian Job and loot everything without touching the wandering civilians or hotdog stand. This is not time efficient or an EXP grind, but it allows you to solo stealth Ukrainian Job and still make a profit or duo (or more) stealth with few, if any, civilian causalities.

Abstract
So. You're doing Vlad a favor and getting that tiara. He probably wants you to go in loud, blow the safe and get out in less than 30 seconds, but that has no class. So you're doing it your way, in a suit with style and taking everything on the way as well. Fine, let's do this.
Requirements
You will absolutely need :

20 Skillpoints :
  • Smooth Talker - Basic
  • Cable Guy - Aced
  • Cleaner - Aced
ASSET - Shutter Code

A low detection loadout (<10) including at least 1 silenced weapon.
Any level ECM (higher level ECM's give you more time and leeway)

You may need :

+6 Skillpoints :
  • Dominator - Basic (if the fifth guard spawns)
  • Shinobi - Aced (if the apartment civilian spawns and you want to kill the guard underneath)
You may want :

Lockpicking Expert - Aced and/or Drill upgrades
At least 5 extra ties, either from a teammate with Aced Cable Guy or 3 without (if you don't want to kill any civilians*)
An extra ECM (if you get the side container spawn and aren't sure of your abilities)
The pager blocker ECM upgrade (if two guards are in the lobby and you don't think you can control the situation fast enough)

*There are 2 civilian spawns that can happen where you must kill them for stealth reasons.
Casing the Joint
Check to see if the hooker, the fence, the side container or apartment civilian spawned.

Take note if they have and move to the back to eliminate the guards. Be careful of the possible civilian spawn in the apartment above the back alley. Make sure you move the bodies out of view of the alleys, including the back alley if the apartment is occupied. Switch off the metal detector if it spawned. If the side container spawned, use the alternative setup.
The Setup
Wait outside the manager's office. The camera guard has a somewhat regular patrol path in the back. Wait for him to leave the manager's office and man the camera station, otherwise you risk him walking into you. There is a possible guard spawn, make sure to take out the camera first.

Pick this window, immediately shoot the camera and deal with the possible guard, preferably by dominating him, shout down and tie the civilians. Cross the hall and eliminate the camera guard. Don't forget to answer his pager and move his body to the corner with the safe.
The Setup - Alternate
Things happen, and apparently so do shipping containers. This is a touch riskier, but you have to do what you have to do.

Wait in the alley outside of the camera room and keep an eye on the camera guard. When he leaves the room, pick this window and hop in. Chill by the safe and wait for him to return. When he just about to alert, eliminate him. If he didn't move laterally enough, or a civilian walks out of the office at the wrong time you can fail the stealth. Hopefully you didn't.

Check the cameras to see if there is a guard stationed in the manager's office and to see if there are civilians headed there. Wait for the civilians to either leave or fully enter the office. You may want to use an ECM (if you have a spare) to assault the room, but strictly speaking it's not necessary. Destroy the camera, deal with the guard by preferably dominating him and tie up the civilians.
The Score
Set up the drills or start picking the safes, but keep an eye toward the manager's office. There are up to 2 (maybe 3), civilians that can wander into the office. If you see a question mark, don't panic. Let them move to their last path node, shout them down and tie them.

Rarely, you can have a guard wander into the back, deal with him. This may fail the stealth run if the saleswoman in front of the hall spots him in an awkward place.

Sooner or later, you'll have the tiara. You can leave anytime, but I bet you want more.
Greed is Good
So you've decided to loot the joint, huh? Good, everything you take goes straight into your pockets. Make sure you have turned off the metal detector, if it spawned. It can appear in 4 preset locations. Remember that if things go south, you have escape available.

Before you leave, make sure you destroy the hallway camera. Make your way to the corner near the street, from the manager's alley. You may have to kill the hooker, if she spawned. You can tie her down, but it is possible a civilian will pass by or go down the alley and see her. If the fence spawned you have 2 choices, you can do the assault from the camera alley or you can snake your way through the street and to the other corner.

Make sure the immediate area is clear of civilians including the bench across the street, this can be risky if you're coming from the camera alley. Wait until all the civilians are moving away.

This has to be done is quick succession so the priority is as follows: Shutters, both cameras, eliminate the guard(s), shout at the civilians 1 or 2 times, then answer the pager(s). Stay crouched until the shutters are down. Just before the window place an ECM and assault the lobby.

If you have a teammate, they can deal with the civilians, answer the pager(s) (if they have smooth talker) or dominate a guard (there are 2 and if you haven't already). You have generally have just enough time to answer 2 pagers one after the other if they are close enough.

Tie down the civilians, if you're solo start from the back. Kill the rest unless you think you can keep the them down, or have teammate(s) to tie them. The one exception is the guy near the front door (not the front counter lady), if he spawned, kill him and move him. While the shutters are opaque (apparently), civilians can still be spot things though the front door.

A word of caution, occasionally a wandering civilian will enter the store, you will have to kill him for the same reason as the front door guy.
Making Money
Congratulations, you now control the store! Loot it to your heart's content. There are up to 4. maybe 5, bags of jewelry. Be careful moving them to the van, use the manager's alley if possible and don't forget the earrings in the manager's office.

With 4 bags on OVERKILL, you'll earn ~$75k spending - $8k / civilian. Worst case is about 7 dead (5 in lobby including door guy, hooker and wanderer), resulting in a $19k profit. With more ties, you're looking at a worst case of 3 dead, resulting in a $51k profit.

nice guide, I usually tend to use my technican spec to blow up the saves, usually finishing the mission in less than one minute, but this way is nice to train stealth

Only if you solo and want to loot everything. This method is IMO better than soloing the 'standard' method ala taking stand, killing all the wanderers then ECM rushing lobby, which tended to have several tens of thousands net loss per run. If you're just doing it for the card/XP, you can skip lobby and be done in ~5 min, but there are better mission to grind XP and better missions to grind cards.

Also note, what's in the guide is worst case scenerio, generally the hooker and the wanderer don't happen, and if you think you can control the rest of the civvies, then they don't have to be casualities either.

it seems you lose almost all your money killing the civilians.
