Orginal fix by Red_153D on the SUF

This fix uses one texture file.

Make a copy of your "particle.txd" file in the following directory: "PATH_TO_STEAM\steamapps\common\grand theft auto 3\models\"
Download the "particle.txd.zip" file from the following location: https://rapidgator.net/file/832bef37552d3a4c3b43da3feab5629c/particle.txd.zip.html
Unpack the "particle.txd" file from the ZIP archive.
Replace your original "particle.txd" file (not the copy!) with the downloaded one.
Run the game and have fun!

I should upload this guide with the new method... since I don't have the fixed particle.txd file anymore

Hello all!

For those of you having trouble trying to get this patch to work, here's a simplified guide!

1. Download the file posted by @Trapezoid
2. Extract it and copy the SteamColourCarFix.asi file
3. Paste the file in your GTA 3 folder
4. Run the game and it should work
