Each level of a given skill in the point-buy system is worth +~10%.
On a char built to be as average as possible (50-55 across the attributes), Cooking was at 25% unlevelled with its parent attributes, Dexterity and Intelligence, at 50. Take from that what you will.
When constructing a custom profession/background, ID-ing with Homemaker (no pref skills, lower cost), College Student (less skill points, lower cost up to 3), or Teenager (lower skills, attributes, 1 pref, lower cost up to 5) not only grant those prologues but also instills their skill modifiers.

The tier list is straightforward with the exception of 5.56mm ammo, which I would strongly advise be reserved for the Arsenal AK or Mann Industries rifle due to their high accuracy and relatively similar ranges.

Lyle and Jillian/blind guy and miniskirt chick are looters. However, you can keep Jillian if you catch them stealing, take it in stride, follow them to their car, and fire a warning shot (40+ Inti?); Lyle goes off to find his daughter. This also unlocks the Guardian Angel achievement.

Silverthorne group killed other NPCs.

Finn, whose girlfriend got bit, will take steal from you if you don't kill him.

Julianne - the one Jason from the original ZE mentions - tells her side of the story: "I went out with Jason a few times. He's a sweet guy, real passionate about his work, and wants to help our mission. But to me, and I could be wrong, but Jason is the kind of guy who will get obsessed with a girl and overlook everything until he has her, and that's bad for both of us. If he thinks I'm not in the picture, well…that might be harsh, but he has to focus upon surviving and nothing else."

Hypotheses
If you'll recall from Part II's lake excursion, there's a serial killer named "Leather Jack". References continue in the form of newspaper clippings among Eli & Kevin's belongings. It's possible they lost someone to LJ or one of them is a fan; my money would be on Kevin, given his odd amount of children's toys. Madison can ask Kevin about it.

Oh, the starting point. Hm... I like the idea of free solar panels from the Suburbs, but Sean's kinda a jerk. The Countryside well offers a dozen bottles with its first pull and you get to see Billie's border collie Mishy. :tobdog:
