It is based on a meme with Vladimir Putin - it is called "Thicc Putin Walking", rarely "Wide Putin Walking" or simply "IT'S HIM". It was founded at the inauguration of 2018, where the Russian president walked the empty corridors of the Kremlin for a very long time to take office for the fourth time. Two years later, the compressed and stretched video from Russian TV channels began to be used for a variety of jokes.
