Open Creation Kit and load ModderHotkeys.esp. Find ModderHotkeys quest like on this screenshot:

Open this quest, open Scripts tab. Doubleclick on first script and change these 6 Int properties with DXScanCodes you want. DXScanCodes for all keys can be found here[www.creationkit.com].

don't touch other properties. Press OK when done and then do the same with second script.

Press ok, press ok in quest window and save the mod.
