Calling Lawful neutral the best alignment is dumb, none of them is the best.

Right, gonna reiterate the High prosecutor part. She doesn't want hurt anyone but her duty requires her to take down the Helltaker since it's the law. When Cerberus and Pandemonica ask her to stop she outright look regretful because her obligations wouldn't allow her to. She evens says to stop complimenting her since it makes it difficult for her to complete her task of punishing the Helltaker. Outright saying, "Look, I don't want to do this, But the pacts have been sealed." The only reason Helltaker was allowed out is because the law had enough leeway to let him live a few more years. Just because she's hamming it up with all the screaming to make her job easier it doesn't make her chaotic or evil.

Word of God does not count and has no influence in the scale of "Good vs Evil" and "Law vs Order", only personality, character traits and actions they exhibited.

For Judgement (Chaotic Evil):
"A chaotic evil character does whatever his greed, hatred, and lust for destruction drive him to do. He is hot-tempered, vicious, arbitrarily violent, and unpredictable. If he is simply out for whatever he can get, he is ruthless and brutal." Judgement exhibits most of these traits, mostly in the boss battle, so this is very fitting.

For Justice (Lawful Neutral):
" A lawful neutral character acts as law, tradition, or a personal code directs her. Order and organization are paramount to her. She may believe in personal order and live by a code or standard, or she may believe in order for all and favor a strong, organized government.

Lawful neutral is the best alignment you can be because it means you are reliable and honorable without being a zealot." This is most fitting for Justice's personality and her actions. She acted in accordance to Hell Law and banished Beelzebub who tried to overthrow Lucifer, but in the aftermath she herself got replaced by Judgement.
