what do the options in houserules regarding hitpoints do?
is the hp gain per level fixed or rolled?
what is the thing wth rogues special damage? is it working with 2 weapon fighting? where is the difference between rogue 2w and fighter 2w?
what is the housrulething about bonuses per level? do they also count for enemies?
generally, houserule bonuses, do they count only for players or for enemies also?
what does thatt monsters have more magical items mean? only during fights or for loot?
what sense do the houserules for concentrating/healing actually have?
can i somehow turn of the light i am carrying with me?

First, as we're going on a 'boosted race' here, stat spread for a 'starter' wise. My suggestions with the 'boosted' stats in mind is to the following criteria; Con: 16, Str, Dex & Int 14, Wis: 12 & Cha: 8
Adjusted, it'd lead to the 'starter' stat spread;
Str 14/Dex 18/Con 14/Int 16/Wis 14/Cha 10 (Perfect for 'no nerfed companion?')
Reason for the INT bias, even if not spellcasting? To make use on Rangers "+6 skill points" per level to be a "reliable skill monkey" on at least a few more fields. In 'action', stick to the green skills of Heal/Search & Listen at least. Followed by Concentration (if using spells), and any resource gathering skills to fit the "ranger roleplay" theme.
First picks for weapon proficiency would be Heavy Blades for scimatars (gotta Drizzle here.) Followed by either bows for more ranged flexibility/stereotyping (if Drow), or Spear/Flail for some ranged contingency, even if it may suck. Outside of that, you'll likely end up spoiled for choice in some proficiencies, that could be great for going 'generalist'? If aiming for ranger improvision...
As for Ranger perks...
The build here would either assume a "side-dab" on 'free' perks granted by Ranger on the Bow/ranged side. Or if it can be 'blended/built' from there in perk selection, specialized. Though I'll need to check instead of assume on that lens. If the latter's the case, then Ranger's suck less than presumed here.
Current perks for Ranger go up to lv11. "Ideal" is Lv 17 for stealth perks. But well... Probably better of multi-classing at/by Level 11, for feat and perk benefit from fighter. As for feats, with Rangers getting feats per 3 levels. TLDR: Go "up-to" Ranger 12, for 6 Perks between 2-Weapon fighting and Cleave.
If aiming for 'pure' ranger, you'd only get 2 more perks by Level 18. Otherwise, go multi-class to help offshore Ranger suck. Nice multi-class candidates would be Cleric for 'cheap' heals, Wizard for toad + tricks, and Druid for early Animal Companion, alongside shared armor restrictions.
Bar that, prime 'sub' class is fighter, for more perks, and some damage exclusive boost by 4 levels in fighter.

For context. Elves get;
>Sleep immune, +2 Resistance to Enchantments
>+2 "Spell penetration", alongside racial bonus on searching, and identify secret areas
Drow replace it with;
>More spell resistance, plus bonus on will saves against magic/spell-like abilities
>Hand crossbow, instead of longbow/shortbow. Perfect for "two-handed" Crossfire?
>Posion. Not much, but hey; fits the theme and it's a tool...
>Dark vision. Alongside weakness/blindness to light. Risky, but tolerable if...
>Cantrips. Nobles get 'at will' and once per day ones. Compared to 'normal' Drow. "Caster-lite" here
And the 'last' ice; Noble Drow get "+4" Dex, +2 on Int/Wis/Cha, but -2 Con. Riskae, but partially makes up for the 'suck' on Ranger, if goin' bias here.
"Favored enemy?" Either pick a 'roleplay bias', or lowest denominum on 'most likely to fight' enemy as a guess. Past that, I'd say it could maybe lead to a 'half-rate' two-weapon or ranged combat, if being bias on perk selection at the expense of light armor. Plus that pet companion could be surprisingly handy as an extra 'sword' per say.
Past that. I'd argue in some lenses, dabbing in multiclassing can help offset some weaknesses of a ranger, if planned accordingly. At least, that's my rough guess/take here.
