1) Julitta Plotius blatantly failing to emphasize with Khajiit by boasting to the Champion of Cyrodiil about land once part of Elsweyr being part of Cyrodiil now.
2) Those Scamps tied to Sheogorath's Staff of Everscamp leaving Rosentia Gallenus' house after causing mischief and being completely and incomprehensibly annoying (the Champion of Cyrodiil was responsible for it as he will be/already is Sheogorath).
3) Mahei trying to escape his nagging wife, Numeen (where in Oblivion is she?).
4) Otumeel playing pranks on everyone for no reason.
5) Some random Leyawiin city guard wondering what in Oblivion is going on and if he should arrest everyone for being nuisances who should be prosecuted (justifying their crimes with streetsmarts Elder Scrolls II: Daggerfall style can get them acquitted or thrown in the dungeons for multiple life sentences; the Champion of Cyrodiil claiming to be Sheogorath and the others claiming to be with him counting as streetsmarts).
