No Forced Peace from War Exhaustion

Beschreibung
This mod removes the ability to force white peace from the game. Peace can only be declared if one side meets it's war goals or they accept a status quo peace offer.

Towards the late game, AI that is fairly equal to each other can be locked in perpetual war making it impossible to generate a subjugate or vassalize casus belli. If you find your galaxy locked, simply save the game, turn this mod off, and then reload you're save. Peace should be declared and your good to re-enable this mod.

This is the re-uploaded version to work with Stellaris's new launcher.

Mod seems to still be working with the current version of Stellaris. Could you update the supported game version for your mod @Gerfster?

would it be possible for this to change depending on species / government / ethics.
I.e, it doesnt make sense for war exhaustion to force a peace between a rogue servitor and devouring swarm.

thank christ this mod exists, I was so sick of war exhaustion in the console release and since console has no mods i couldnt do anything about it, thanks
