Introduction
Even tho devs said that perks don't "affect" game so much (which is stupid) and they aren't going to fix it, I want to just speculate about how to make every perk at least good.
Yes, there is no bad perks in DBD (except no mither lol).Every perk gives you some bonuses, but some of these bonuses just worse than others
Changes
Reworked OoO, old was OP.
Survivors perks-page 1
Ace in the hole

This perk is actually really good (especially on PTB now), nice to use in loot build, and sometimes can give you OP addons like styptic on medkit, so no suggestions, just good perk.

Adrenaline

Another good perk, obviously doesn't work every time, but bonus that this perk giving is amazing, so no suggestions, nice perk.

Aftercare

I really love this one, because ability to see auras across the map (and survivors see you too) gives a lot of info, but this thing resets when you get hooked, which is stupid, so I have 2 suggestions:
1-Every survivor with aftercare buff can see each other.
So for example, you running this perks, and some Meghead unhooks you, and then you heal Babydwight, Meg, Dwight and you can see each other, still resets after getting hooked.
2-Same as now but without resetting.

Alert

Not really bad perk, but you doesnt really need to know where is the killer, if he is far, and for pallet-tracking we have better alternatives, but this perk can help in chase, sadly its work only 3 seconds, because 2 seconds are breaking animation.
So my suggestions:
1-Increase the time up to 7 seconds.
2-Also triggers when killer vault windows.
3-Both.

Autodidact

This perk have a potential to be strogest healing perk in whole game, but its way too random.
Sometimes you could get 5 stacks in 1 heal, sometimes 0.
So my suggestion is to rework the way it work:
When you start healing action, you will get 2 skillchecks with a size like a BNP, first skillcheck gives you up to 6 tokens, second heals based on amount of tokens. At the start you will have -20, and token give you +15, so up to +70. Have a 20 seconds cooldown, so no abuses with starting and stoping healing.

Boil over

This perk is a joke, 14m too small, and its hard to figure out how to fix it, but I tried:
1-Just block ability to see hooks auras, could be a problem on some maps like Treatment Theatre, or Hawkins, but I think still fine.
2-Breaks every hook in ~20m radius while picking up, instead of hiding auras, and shows the killer aura to every survivor while carried.

Borrowed time

Totally fine, maybe even OP but just because deep wound mechanic is trash.

Botany knowledge

The problem is that by itself this perk useless, yes, you will heal survivors 33% faster, but not much.
Only things it helps are using medkit or selfcare, so why not to make it just work better, especially with new items charges mechanic:
While crouching not in chase, it charges up. 40 seconds for full charge 2 seconds=1 medkit charge, and medkit will use it instead of personal charges. If using selfcare, 1 second=1 second of healing with normal speed.

Breakout

Idea of this perk to bait killer for hit, but its just too risky and just meh, 2.4 seconds less to wiggle are ok, could save but why do you need to take a risk of being hitted?
So there's some ideas:
1-Increase the haste up to 15%, this will make this perk atleast very fun to use, and wiggle speed up to 30.
2-Half of survivor wiggle progression goes to the your wiggle progression, resets after being hooked or wiggled out(?).

Buckle up

Only useful when killer slugging, which, ofc, not constantly.
Just make it also work when you unhook or being unhooked, and give bonus to healing speed after healing dying survivor, maybe 50% for 20s.

Calm spirit

Again, not much situations to use, OP vs IF doctor and clown, but they still get points for this action, so they just won't know your location.
Well, I tried so my suggeston:
Reduces breathing loudness for like 50%, because sometimes you can hear survivor's breath and just find him, this perk could help.

Camaraderie

I've seen only 1 guy using this perk, because it just doesnt work almost all the time, if killer want to camp, he will camp, and extra time doesn't save you, but your teammates could try to save you and waste some time sitting right next to you, so kindred is much better in this situations.
But anyway, I have suggestion:
Every repaired gen adding +5 seconds to pause, when timer is paused, every survivor action speed increased for ~10%.

Dance with me

Nice in some combos, but 40s CD and 3 seconds of working are meh.
So buff:
CD down to 20s
No scratchmarks 5s

Dark sense

Just some decent info perk, 5s and 10s are not much, also you don't really need to know where the killer is while repairing gens.
So small adjustments:
You can see gens auras around the killer and ther progression.
When gates are opened, you can see killer's aura for rest of the endgame collapse.

Dead hard

One of the best perks, but dedicated severs exists, so its risky to use.
Buff:
Fix DS pls.
Survivors perks-page 2
Decisive strike

Totally fine, you won't use it in every game, but ability to escape killer grasp is great, so no buffs.

Deja vu

Not much people understands power of this perk, they think "Huh perks for newbies", and this is actually best perk for newbies, but at the same moment best perk for red ranks games.
Why? Because very often you can left a gen triangle to killer, and if he will play right, there is no chances for survivors to escape. This perks shows up the 3 closest gens, which actually means triangle, this is why this perk is so good.
But IMO deja vu still need 1 more buff:
Every survivor can see auras of this gens, so this will make it better in soloqueue.

Deliverance

This perk is doing his job, but not much people run it because sometimes killer start to chasing you at the start of the game, or something else happening and you just can't use it, because it's not working on second stage.
So just add ability to unhook yourself on 2nd stage if perk is activated.

Detective's hunch

Same as deja vu, nice info perk with great radius, but problem is that you only need to know where is totems, other not so important, and not much killers run hexes now. Also 10s not enought to cleanse them all.
Buff:
Your team can also see auras of totems, chests and gens.
Upd. Nevermind, totally fine perk, really great for totem hunting.
Distortion

This is one of my favourite perks, because it gives you info about killer's perks. You will know if killer running nurse calling or BBQ or All ears, but oops, you know he is running them, but now you have 0 tokens, and this is the problem, and imagine if killer running some aura addons. RIP tokens.
So easiest solutions:
1-Ability to replenish tokens, maybe in terror radius, so 10s=1 token, so you are safe while have tokens, but should risk to have more of them.
2-Remove tokens, add cooldown for like 15s.

Fixated

One of the best stealth perks, because you able to walk faster and leave no scratchmarks, but, that's all folks. Ability to see your scratches useless, but im still have some idea to buff it:
Scratchmarks spawn farther from each other, so it will be opposite predator and can confuse killer.

Head on

Great, but hard to use in chase perk. Also nice with inner strengt, so if killer will know that you have head on, he will try to bait you to get out of locker, and we are just staying inside for 8 seconds.
3 times killers left the game when I succesfully did it, and stun them also, so its really fun, no buffs.

Hope

Another one perk that good but not much people understand it. So I'll try to explain why its so good:
Survivors have 100% movespeed (4.00 m/s), most killers have 115%(4.6m/s)
and some 110%(4.4m/s). Survivors with hope have 107%(4.28m/s), so sometimes you can create infinites with it playing vs 110% killers, and this perk also counters NOED bonus m/s, so this is why its so great.
So only buff I think its need to make it last longer
120s->150s

Inner strenght

Fantastic self-healing perk, but problem is that you need to find a totem, which is not hard, but sometimes you could find more totems, and your team can destroy them, so you probably will heal only 1 time per game using this perk.
Solution to make this perk truly s-tier:
Ability to stack it up to 2 tokens, so you can break 2 totems, and have 2 heals.

Kindred

IMO best soloqueue perk, survivors will know if they should go and save you or not, shows the killer aura, and totally awesome perk. Its not only works when you hooked, but also work when somebody hooked, and you will be able to see everybody's aura, and killer's aura. This is awesome. Why? You can see if killer moving to you, so he probably have BBQ, or you can see if there is some teammates coming to resque hooked person, or not and then you can save him.
Just try to use it if you are solo player like me. No buffs

Leader

Straight to the main problem, this game doesn's have much actions that this perk can speed up, its only useful in healing, but only saving 4s, totems and gates aren't slow so no much need to speed it up. So solutions:
1-25%->50%
2-Add more actions to use it

Lithe

Another one exhaustion perk, but for some reason balance landing reduces stun duration, this perk doesn't increase vault speed, while using it.
So simpliest solution to make it great:
While not exhausted, your next quickbault will be quickvault, not mediumvault, same as BL.

Lucky break

Problem of this perk that you really doesn't need to hide your blood, only in closed maps, where is no grass, 180s enough, but still we have scratchmarks, so hidning blood is useless.
Solution:
Time duration (maybe) 180->120 or 60
Also hides scratchmarks while active.

Mettle of man

Meme perk, because you wont activate it in 90% games. This is just too hard requirments for 1 extra hit.
Solution:
Bring back ability to activate it from safe unhooks, and if you want to balance it, make survivor broken for maybe 60s after ignoring dying state hit.

No mither

Worst perk in the whole game, you are broken, killer know that you running this perk, so he won't slug you, 50% grunts of pain reducing still not 100%, so this is stupid.
Solution:
You are no longer broken at the start of the trial, only after being hitted, killer can't see that you are broken, after stunning killer in chase 3 times (so killer can counter it) you gain endurance effect, have a 60s CD, after loosing it. While not in chase- passively restoring health, ~40s to heal.
Survivors perks-page 3
No one left behind

Should be a late game altruism perk, buffed recently, still bad, because activates only after gates are powered. Also gives bonus BPs for altruism actions, which is not bad.
Buff:
Activates after all gens are done, 50%->75%, unhooked survivor gain 7%ms for 15 seconds.

Object of obsession

Most toxic perk in whole game, should be high risk high reward, but most of the time running this perk is worse for you.
Rework:
If you are starting looking at killer's direction in 72/64m you will hear sound notification, if you will continue looking this direction for 3s you will see killer's aura, and he will see your aura for ~10s, then you become oblivious for ~30s. While oblivious, you can't use this perk.

Open handed

Another one useless perk (but almost OP with kindred), doesn't affect map, 8m not much, so it's should be reworked:
If I'm remember correctly, Scott Jund said that this perk should just show everything's aura in 8m, and this is totally fine, but radius should be 12m, and doesnt affect hag and trapper's traps.

Pharmacy

Not bad, after medkits buff, but problem is that you will have only 1 heal, and better to run this perk with ace in the hole, anyway I have some ideas:
1-Every time you search chest, you will find emergency medkit
2-Ranger medkit instead of emergency

Poised

Idea of this to move to the next gen after repairing silently, without any scratches, and also can help you in chase, not really bad, but if killer chasing someone already, its completely useless.
Buff:
Also adds 5%(or more) ms for 10s, so this will help a person in chase, and you will move to next gen faster.
Premonition

Do you remember last time using this perk? For me it was in 2016, just because its useless, so how to make it work better? Pretty easy:
Cooldown 30s->10s
Also shows killer aura for 1s, this will make it usable in chase, and help to evade killer, while hiding.

Prove thyself

Totally fine, nice boost while repairing with teammates, also gives point. No buffs.

Resilience

Underrated perk, 9% will make gens repair 7.2s faster, helps in chase, and totally not bad perk
I just want to make it 10% and also get ability of "This is not happening"

Saboteur

Reworked on ptb, and became pretty good.
But IMO should give you extra charges for toolboxes while sabotaging.

Second wind

Decent perk, could help but killers doesnt tunnel too much, +survivors often have BT, so it makes this perk doesn't work, hard to activate, because you need to heal other survivor first, was buggy at release aso.
Buff:
Should work with deliverance, after broken status is gone
30s to heal->20s so it will match normal healing speed
Give us point for self heal!
Doesnt need to heal other survivor for activating it, active since start of the game.

Self care

I just don't uderstand why people running it, probably they just love to press m1 for 30s, and yes. this is the problem, this perk good with botanic knowledge, but bad without it, worst perk vs sloppy butcher.
Buff:
50% healing speed to 60%
Higher chance to trigger a skillcheck, while self caring(also with medkit), skillchecks gives more progress.

Sole survivor

Somebody using it lol? I don't really know what to say about this perk, because it's just truely useless, you will get protection from BBQ at 3 dead survivors, and from nurse calling from 2 dead survivors, wow, such bonuses. (Yea, also addons but not from all and killer still can see your scream (like with clown/doctor))
Should be totally reworked:
With every dead survivor, you will get extra ms(2.5% or more), action speed 20% (vaults gens, gates etc.)
If you are last person in the match, killer can't see your scratchmarks, blood and can see you only from 24m distance (like freddy). So idea is that you have higher chances to escape when hatch is closed.

Spine chill

OP vs stealth killers, helps in chases, so only thing I want is:
Buff to action speed and skillchecks stays for 5s after deactivation.
Skillcheck chance 10%->30%
Skillcheck size -10%-> -30%
Bonus speed 6%->10%

Sprintburst

Best exhaustion perk, allows you to play risky, no need to buff.

Stake out

Too much time for one token, useless if you can hit great skillchecks by yourslef, so should give some more bonuses:
15s for one token -> 10s (or even less)
Skillchecks with tokens gives more progress than normal skillchecks

Survivors perks-page 4
Streetwise

Already nice perk to use with items, also affect allies, just extra item charges-simple. I think it's still need small buff:
Also recover items charges, somerhing like 5% from max charges per 20s, so you can use item twice per game.

This is not happening

Some strange perk, 30% not much, and completely useless when you can hit skillchecks.
Solutions:
1-Also adds 30% (or more) chance to summon skillcheck
2-Skillcheck gives more progress, but they are hard to hit, (like DS), also can spin backwards, appear in random places (like doctor)

Unbreakable

Nice perk, allows you to pick yourself up, cuz legends never die. Works when should.
Anyway could be nice if survivors can see if you are using this perk.
Buff:
Your aura is yellow when you have unbreakable active, after fully recovering once, your aura becomes normal.

Up the ante

Luck affects almost nothing at this game, and this is main problem of this perk, only 2 ways you will use it-to have higher chances to unhook yourself, for looting items, but we have better alternatives.
Solution:
Rework luck
Sorry but that's all, because concept of this perk is to affect luck.

Urban evasion

Potatoes favourite perk. Everybody who run this perk don't even use it to hide, just to move around the map, and that's why I hate it. But it can help sometimes to hide behind low walls.
Buff:
While crouching, exhaustion status effect recovers faster for 20%
After crouching for 10s, gives 10% bonus movespeed while start walking or runnung, 40s cooldown

Vigil

Was useful sometime ago, but since exhaustion doesn't recover while running became one of the most unpopular perks in game, but I see a way to buff it:
20%->50%
And just making some status effects more important, because who cares about something like bleeding, lol.

We will make it

Not bad healing perk, just unhook and its working, sadly only for 90s.
Here is my buff:
Every safe unhook give you token, token gives you extra 10% healing speed untill end of the game, also affects self healing.

Any means necessary

Awesome and very fun to run perk, but 120s cooldown? Devs are you ok?
So what does 120s CD means, it means that you can only use this perk 0-3 times per game, and only if killer won't break pallets.
Just decrease cooldown down to 60s or even 40s, could be a problem vs swf, but this mean that somebody will always should chase killer to restore pallets, but killer can still counter this by breaking it

Babysitter

Main problem is that why you will run this perk, if you have BT? No reasons TBH
So let's add some reasons:
Unhooked survivor also get speed up
20% for 10s or 50% for 3s, just like sprintburst, and if survivor have SP, it will stack or will work after babysitter's speed up.

Balanced landing

Totally fine, sometimes hard to use but still not bad.

Better together

Kindred is better if you want to know where is other survivors, and 32m according to my experience is small, but this perk not bad, just small adjustments:
32m->64m, survivors can see gen progress, while survivor is downed, 64m->128 for 10s.

Bond

Another one nice soloqueue perk, can't say much about it, only problem is small radius.
So:
36m->48m

Breakdown

Using this perk, you can make decision to run or heal, but sadly, only when you are removed from the hook.
Buff:
If you unhook teammate using this perk, it also destroys the hook and show killer aura to both of you.

Diversion

Meme perk, really fun to use, but reason is nobody running is that 45s too much for just noise notification, radius only 20m
Buff:
45s->20s
20m->48m

Empathy

Can't say much about it, works across the map (128m), you can track where is killer, and just heal some injured survivors, because you always know where they are.
Only possible buffs:
Everybody see's your aura if you injured.
Every injured survivor gives 10% healing speed.

Survivor perks-page 5
Flip-flop

Problem is that killer will always pick you up, so you just can't use it much.
So simple buff:
While downed, you will get 30%(or more) recovery progression. Sometimes you just need 1 more second to escape from grasp, and this change should help.

Iron will
Nothing to say, one of the best perks in the game, no buff.

Left behind
Only works when game is lost, so this is main problem, yes, you will probably escape, but then you should be last survivor, which is already bad game situation.
Buff:
You can see hatch from 32m away, if it spawned.
If you are last survivor can unlock hatch by your hands, to do it get close to the hatch, press active ability button and after 60s holding it, hatch will opens.

Lightweight
To understand why this perk useless, we should know duration of scratches.
They are staying for 10s, with this perk 7s. Not a perk that you want to use, right?
Buff:
7s->5s
Reduces noise of footsteps and noise of moving grass (Thx again, Scott)

Plunderer's instinct
Best perk for looting build, recently was buffed and now you can see items auras, so cant say much, great perk.

Quick&quiet
Great in some combos, but meh by itself, because killer still can see you.
Buff:
When active, you will do 10%(or less) faster quickvault and etc.

Slippery meat
Uh, oh. Just can't say anything good about it. If you want to escape the hook-pick deliverance. If you want to escape trap faster, well, goodluck to meet trapper with this perk.
Rework:
Speed boost after being hitted lasts loonger.
Succesfull killer attack cooldown increased by 40%

Small game
Best totem hunting perk, but just need some buff to become REALLY useful, cuz sometimes it triggers, and you just don't know where is totem.
Buffs:
You know how much totems are on the map left (which should be basic feature for every survivor, because SWF can track it already)
12m->20m
Shows totem aura for 1s
Doesnt work on totem that somebody already cleansing.

Solidarity
Could be nice, but really bad, 50% really small, and actually saves only 10s, not much situations to use it also.
Buff:
50%-100%
Every injured survivor around 8m radius also gaining healing progress

Technician

One time I tried to use this perk, and missed all skillchecks.7 time in a row this perk didn't work, great thing im not casino player.
What will killer do whe he see an almost repaired gen? Yes, he will go straight to it to check out if somebody nearby, this is why this perk useless, but hey, I know how to buff it:
50%->100%
Gen's loudness also reduced by 8m, while you repairing it.
If you starting to repair kicked gen, you will repair it slower, but it will keep spark, so kille could think that nobody touched this gen, to repair gen with normal speed, just start to repair it again.

Tenacity

Same as flip flop, just not much situations to use it
Buff:
Also increases recovery speed by 50% and time for bleeding out.
After recovering, you will get endurance status effect for 15s.

Wake up!

Ability to see exit gates not bad, and could help sometime, but 15% is a joke.
Time to open gates 15s by default, with this perk 12s 45ms, wow such a 2s buff, thx devs.
Buff:
You can see progres off opening gates, so this will help you to choose gates to go, if killer chasing you after all gens are done.
15%->50% or 3 skillchecks that give you progression, so this will make this perk more interesting.
Every gen you repaired adds 5% to all gates progression after they are powered.

We are gonna live forever

Best survivor farming perk, but for some reason BBQ shows survivors to killer in addition to the extra points, and this perk not.
Buff:
After unhook, you will see every survivor aura for 5s.

Windows of opportunity

Great perk for chase, you will know where to go, and where is pallet left, but problem that you probably vault at the start of the chase, and yeah, 20s cooldown now with you.
Buffs:
1-Doesnt deactivates after vaulting.
or
2-Decrease or remove cooldown.
Killers perks-page 1
A nurse's calling

Great for stealth killers and killers with small terror radius, not bad on other killers, except plague.
Can't say anything bad about it, good perk.

Agitation

Does somebody, except Otz, using this perk? Probably not. Problem of this perk that its good only if you are trying to get survivor to the basement or hit bodyblocking survivor, but this things happens rarely, and its just doesn't worth perk slot. But sabo probably will be in the meta again, so this perk can be very usefull after CoH release.
But if not:
After hooking a survivor, everyboy who was in terror radius (so +12m TR finally will make some sense) will scream.

BBQ&Chili

Great perk, up to +100% bonus bps, and ability to see all survivors that far from hook, good perk.

Bitter murmur

So it's more lategame perk, than a early-midgame perk. Ability to see survivors after repaired gens for 5/10s not bad, but that's all. You can use BBQ for much more info, or Rancor, to see every survivor on the map, and this perk becomes useless.Sadly, didn't used it much, but definitely it's should be buffed:
Same as now + after 10s ends, you became undetectable and can see survivors that ~48m away from you. Also survivors within 16m of fully repaired gen are oblivious, as long as they will stay near.

Blood echo

I've seen only 1 time killer used it, but it was Oni and he tried to get achievment.
Problem of this perk that it's useful only as plague and legion, other killers can't injure multiple survivors so easy, and if exhaustion not bad, what the point of hemorrhage? Plague can easy detect survivors by their coughing, even with iron will, legion can track by blood, but much more effective to track with killer's instinct.
Buff:
Rework Hemorrhage
or
Hemorrhage->Mangled, cooldown 60s->45s, healthy survivors becomes exhausted for 20s.

Blood warden

Almost every survivor on high ranks will 99 gates, trust me, and activation of this perk becames really hard task, because you should open gates by yourself, to have chance to use it.
Fix:
99 should be fixed, so if gates are over 75%, they starting to get 1% per second, also this change will make 1v1 situation better for survivor. Also make that gates will get progres only after fully pulling switch down.
Change for perk:If killer close to exit and entity blocks it, exit will be blocked for survivors too.

Bloodhound

For now, it's useless, nobody trying to hide, and pretty much everybody will heal, this things makes this perk totally useless, and devs said that this one of the least popular perks. Bloodhound could make sense, if somebody tried to hide, maybe this thing will be someday but not now.
Buff:
You can see blood marks through walls, grass and structures.
or
After 30s from last hit and escaping chase, injured survivor starts to leave a "blood trail" (if you played LoL as warwick, you know how its look), moving in this trail, killer moves faster, or can see survivor aura.

Brutal strength

Time saver perk, could be good after adding breakable walls on every map, for now, useful only as clown.
Buff:
You not loosing bloodlust after breaking pallet, every destroyed pallet gives +1% to destroying action.

Coulrophobia

Totally useless at the moment. Don't want this 50% penalty? Just run out of the killer TR. Could be usefull if survivors healing in the basement and you are camping it, not really common situation, and survivors will probably have DS, so downing unhooked survivor does nothing.
Buff:
For every injured survivor, your TR increases for 16m (or even more)
or
Downing a survivor gives you token, every token gives you ~12m TR, up to 5 tokens.

Cruel limits

And again one of least popular perks, useful only on Larry's, and still hard to call it useful. 24m means that only 1 tile around gen will be blocked, 30s is ok, but survivor can just drop the pallet and run to other jungle gym.
Buff:
30s->Entire game, survivors can see blocked windows.
or
~3 next pallets that will stun killer after repairing a gen will be immediately destroyed.

Dark devotion

TBH, this perk not bad, really, ability to become stealth on any killer really nice, but 30s aren't much to get to any gen sometimes.
Buff:
30s->60s
or
undetectable untill starting a chase

Distressing

I think that this perk was made for extra BPs in deviousness. Distressing increases TR from 32(24) to ~40(30), not really usefull by itself.
Buff:
Survivors keep hearing heartbeat, based on a nearest distance to killer that they was, so if they was right next to killer, they will hear rapid heartbeat, even if killer 20m away, also will hear it for 10s after fully leaving TR.

Dying light

Problem of dying light that it's need a lot of tokens to work, but if you have a lot of tokens, then you could win without using DL. Every token adds only 2.4s to repair a gen, so to make it atleast decent you need 5 tokens, and still 12s not much, especially if only 2-3 gens left after you will get it.
Only way i see to buff it to encrease values, but nobody likes to press m1 for ~100s, this is just boring.
Still, buff:
3%->5%
or
Increases speed of regressing gens by ~40% per token.(imagine this will stack with ruin)

Franklin's demise

Don't want to let survivors use items in chase? Use this perk! But survivors will always come back for their item, or just hide it somewhere, and this is the problem.
Buff:
You can see dropped items.

Furtive chase

To make this perk work you find obsession at the start of the game, down it, and camp it 4 times.
And only thing you will get for it 16/8m TR. So idea was that you can switch targets in chase. But it's just hard to make it work, on release FC works on every survivor, and was decent, then devs "fixed" and nobody using it now.
Buff:
Same as now + after loosing a survivor, gives undetectable effect for 3*tokens+3s, also removes red glow, for every token decreases TR for 1m, works on any survivor as before.

Killers perks-page 2
Devour hope

Great game changing perk, but only if you manage to get 3 stacks, which is impossible in a lot of maps because of great totem spawns.
Fix some stupid totem spawns

Haunted grounds

Can't say much about it, it's doing his job, sometimes 60s not enough, but pretty ok.
Maybe could be good with totems loadout, but most of the time really random.
Fix-give killer an ability to see perks of hexed totems.

Huntress lullaby

This perk is just meh, nobody missing skillchecks on high ranks, with lullaby maybe sometimes and only with 4-5 stacks, only killer that getting some benefit from this hex is doctor, but still not much.
Buff-no more hex, decreases skillcheck size for every token, speed ups rotation of the arrow (and maybe shows aura to killer).

No one escapes death

In theory the weakest perk in dbd, unactive the whole game and activates only after gates are powered, and if survivors wasn't stupid genrushers, then they destroyed all totems and you actually playing a game only with 3 perks, but thx god almost nobody totem hunting.
No buff.

Ruin

RIP, just RIP.
Devs fixing this perk because it was in 80(?)% of the games, but not fixing DS which is in 99% of the games, great.
Add ability to also kick gens, so it will stack up to 300% of regression speed, and can be used with some perks, also add regression while gen is blocked, and finally fix totem spawns.

Third seal

Only use to this perk is slugging, not really great to counter survivors abilities and items, because its still a hex.
Buff-rework blindness, its still should hide auras and allso add effect of "black fog" so survivors with blindness effect can't see anything farther than ~16m, and, yes, fix totem spawns.

Infectious fright

Great perk, maybe even OP on some killers.
No buff.

Insidious

Only usefull for camping, that's all, that's why it's bad.
Rework-after hooking a survivor you become undetectable for 1 minute.

Iron maiden

On realease it shows aura of the survivor, now only the stupid scream bubble, but anyway its useless on every killer, except huntress, almost nobody hiding in lockers, and nobody will hide in lockers if you will take iron maiden.
Buff-obviously, we don't need to affect lockers, cuz its useless, so maybe it shouldblock windows after 2 jumps, or make survivors injured after third jump, but can't down them.

Lightborn

Strongest perk vs flashlights, but not much people running FLs now.
Buff-i think that item system in dbd should be reworked, i remember that in 2016 or 2017 devs promised to add item store, so you can buy items for bigger price without character progression or get them from bloodweb. But now devs reworked medkits and toolboxes, so i hope flashlights will be next.

Mad grit

Problem is that nobody bodyblocking now, and this perk just became useless
Buff-make bodyblocking more viable, also new ablity-after regular hits, next hit will be without cooldown, so its actually make you change target after injuring survivor.

Make your choice

Not bad only on killers with some movements abilities, useless on others.
Rework
32m->16m
60s->30s

Mindbreaker

The problem even not that its disables after 50% of gen progression(which is bad anyway), but it makes you exhausted only for 3(!!!) seconds, and survivor can just drop a pallet/ vault a window, and just walk for 4 seconds to recover, yes if survivor already exhausted and repairing a gen then he will be exhausted, but still really useless.
Buff
50%->80%
3s->10s
also makes you oblivious
Killers perks-page 3
Monitor&abuse

Totally fine, only thing that 10° FoV isn't a big deal.
No buff.

Monstrous shrine

Let's use our friend math to understand why this perk is BAD
So time to die on hook with stage 1 is 120s, so 9% faster makes it 109.2s, not much.
15% increasment difficulity to unhook, default-4%, with this perk-3.4%
9% penalty, so ~17% makes it ~18,5
AND THIS IS ONLY IN THE BASEMENT.
If we will increase values this will probably break dbd, so not the thing that we want.
So rework-for every survivor hooked in the basement, increases speed of every killer action for 10% speed for 3%, up to 5 tokens, active only while survivor hooked in the basement, after unhooking lasts for 10s.
hooking not in basement removes token.

Nemesis

Useless by itself, only for rancor or pwyf combo.
Buff- make it viable by itself.
4s->60s, so you can actually use oblivious.

Overcharge

5% not much, also it decrease only if survivor miss skillcheck, takes too much time for mostly 0 profit.
Rework-kicking a gen make survivor that will touch it in next 30s to scream, also slow a survivor for 50% for 4s. Next 30s gen will have only tremendously hard skillcheck that will appear every 2 seconds of repairing and grants 0% additional progressoin, missing a skillcheck removes default value of progression, and makes skillchecks to not appear for 6s.

Play with your food

This is the perk that i never understand , but its actually strong sometimes, but still should be reworked.
Rework-loosing a chase with obsession still gives you token, up to 5 cooldown 15s
You getting token for evey completed gen, also up to 5.
So total amount of tokens are 10, every token gives you 1.5% additional speed.
Loosing tokens only if hitting an obsession.
So it makes this perk more late game, and makes more sense to me.

Pop goes the weasel

Totally fine, no buff.

Rancor

Make obsession to leave at the endgame, because of exposed and could be killed, and also usefull at the every stage of the game, good with nemesis, can't be countered by lockers and any abilites that hides your aura.
Honestly think that this is really balanced perk, so no buff.

Remember me

Was nerfed because of endgame collapse (whis is stupid because this perk doesn't affects it at all, only in 1v1 situation), mostly useless because survivors are 99% gates, which should be fixed.
Buff-rework gates switch as i said before, also shows you aura of survivor that opens gates and their progression bar, adds regression for every token, disables in 1v1 situation.

Save the best for last

Better on killers that can don't lose tokens with ability hits, but still good on almost every killer,

Shadowborn

My favourite perk in 2016 and 2017, now it's just trash. Only usefull on nurse and maybe oni.
Also most stupid that M&A gives you -8m TR, this thing only 15 degrees. Devs said that the won't make light changeable on maps, so i have different solution.
Survivors that crouching or walking are highlighted like with michael stalking. Also if survivors will blind you, they will blind themselves also.

Spies from the shadows

Not a bad perk, but now we don't have much crows on the maps, especially on some maps.
Also it says that it have a 5s cooldown, but it's not, and this is a bug.
Buff-36m->72m or even whole map, remove cooldown like it was before, also adds crows on top of the not repaired gens.

Surveillance

Good only on stealth or with movement abilities killers, but not bad perk, only thing that you will waste much time for kicking gens.
No buff.

Territorial imperative

This perk only for basement builds, and its still bad, on regular ms killer you will pass 32m in 7s, and this perk activates only at the bottom of the basement.
Buff
32m->16m
After hooking a survivor, basement is blocked for survivors for 20s, so they can't run in and run out of it.

Thanatophobia

Pretty decent-good perk, not much to say about it.
Buff-also works on dead survivors.

Thrilling tremors

Not really understanding why i should use this when i have bbq, and this is the main problem.
Buff-cooldown still 60s, but blocks every gen.
or
Repairing a not blocked gen while this perk is active slower for 50%.
or
remove cooldown.

For the deliverance buff, i think it's WAY too much, the devs have already specified that they don't want anyone unhooking in second phase, plus it would be annoying for an already ended game to suddently start up again beacause of deliverance

Luck only affects chests if the survivor is using Ace in The Hole, for the 2nd add-on chance to be looted.

Fun fact: Luck does not affect chests. At all. It only affects self-unhooks and trap escapes.

Btw I reworked OoO, not that OP now.

@Maverick sorry, but I made only survivors perks for now, and this doesn't mean that I am a survivor main, hell no, I am a killer main, sadly, and I'm tired of seeing only 5 or 6 perks used by survivors. Cuz for some reason devs nerfed ruin that was in 90% games, but didn't nerf DS that
is much more than 90% games. And the reason why I am obsessed with ms because only 5 perks using this mechanic (exhaustion perks, hope, noed and breakout). Also I will make some tweaks about OoO, agreed, it's too op.
