Introduction to the History of Gotham
Let's start with Gotham basics. Who is Cyrus Pinkney ?

Cyrus Pinkney was the architect who originated the "Gotham Style" of architecture. Most of Old Gotham was designed by him.

Little is known about Cyrus Pinkney. After appearing in the court of Solomon Wayne as an assault victim, he then showed Judge Wayne his portfolio of architectural sketches. The drawings, based on religious beliefs, inspired the Judge greatly. Wayne then went forth promoting them.
Pinkney died while still a young man, on the eve of his fortieth birthday.

-And what is Old Gotham ? Is that the place where we roam as Batman?

Yes.

Old Gotham City is a large architectural scheme for Gotham City designed by Cyrus Pinkney and promoted by Judge Solomon Wayne.

Pinkney died while still a young man, on the eve of his fortieth birthday. Solomon Wayne lived to be 104, long enough to see all his dreams realized; Gotham City became the bustling hub of industry he had imagined. But it also bacame a haven for crime, known more for it's poverty, the squalidness of its slums and the utter corruption of its government than for commercial and cultural achievements. On his deathbed, Solomon Wayne said, "I wished to lock evil out of men's neighborhoods and hearts. I fear that instead I Have given it the means to be locked in."

If yes,

1. Jezebel Theatre , Bowery District

-This one is in front of Jezebel Theatre next to the Basil Kirlo [batman.wikia.com]poster. In Bowery District, Old Gotham.

Info: Pinkney built this Theatre for Common people but they built a GCR tower on the roof and now he's rolling in his grave. How very sad :(

Click on map to find it easily.

2. Solomon Wayne Courthouse[batman.wikia.com] , Park Row District

-This one is behind the bronze Horse Statue. Left to the Courthouse.

Info: Solomon Wayne was a harsh Judge we learn from the journal.

-This one is hard to miss. Since it's under a Riddler trophy on a wall.
Glide to the Terrace of The Cathedral It's on the wall.

4. Jezebel Center[batman.wikia.com], Bowery District

Climb to the top and get under the bell its right there.

Info: These pioneers represent the Scandinavian immigrants who first settled in Gotham.Solomon saw their plight as an allegory for his own religious experience. He also mentions that he met Amadeus Arkham[batman.wikia.com]. And seems like Pinkney was the one who built Arkham Asylum[arkhamcity.wikia.com].

Re finding the 8th: there will be an exclamation mark on the map on the right-coast not far from the police station. The game will not point you there, so you'll have to look around for it. It leads to a sheltered set of steps, which you may also find thanks to an Enigma trophy being also up those steps (easy to get if you've looted Mr. Cutioner already.) There isn't a cut scene, but an audio tape solves the murder of Cyrus Pinkney, setting up a plot point that the devs planned to do for a sequel (I suppose).

Meant to add (happy new year back in 2019!) it doesn't seem to matter what order you find the plaques in, they'll play 7, then 1-6.

You must be in detective mode to scan the plates and get the entries. The printed descriptions are along the top row of the same information set as the Anarky marks. The audio of the journal entries are found in the upper right corner character info entry (for Cyrus Pinkey), over to the right of his information list.

Be aware, the order seems to be:

Cathedral #1, though it's also the last in a way. (Scanning any of them will start a conversation with Alfred.)
Seasons Greetings / Pioneer Bell #2
Train Station #3
Bridge #4
Art School #5
Jez Theater #6 (careful not to mistake this for the Monarch in Park Row, with Crime Alley next to it where a certain rose and chalk outline remains...)
Wayne Courhouse #7

These are the order for the journal entries, though as noted #1 isn't really the first and can be done last (aside from the crypt, which isn't near the church btw.)
