How to get rid of shouting police

If you've played Just Cause, you'll notice one really annoying thing: the police never shut the ♥♥♥♥ up. They're always telling you to halt ("Stop citizen! This is the police!"), regardless of where you are, or if you even have a heat (AKA wanted) level.
Here's a way to fix that.

Shutting up the cops

The method to get these guys to stop talking is really simple.
Simply go to C:\Program Files\Steam\steamapps\common\Just Cause\PC\sfx\Dialouge\English in your directory, then find the following file "DLG_ENG_GENERIC_POLICE.sab" (without quotes).
Then rename it to "DLG_ENG_GENERIC_POLICEorig.sab" (again, without quotes).

Note that these files may be located in a different place depending on where you installed the game and/or Steam.

And that's it! The police will only talk when you actually have a heat level, instead of just all the time.

I find the helicopters constantly spawning and flying overhead the more annoying part! Is there any way to get rid of that? The second the one overhead disappears, another helicopter spawn while flying in the opposite direction.

What's worse about them is the positioning for their voices is broken, a cop could be in front of you, and their voice will be shouting from your left or something, really throws off your senses
