Its pretty self explanatory, but ask if you have problems understanding some of that

Suspension
Note that suspension rates (bumps and rebounds) does not mean that soft (red) suspension is always worse than hard (green), its more of indication of suspension setups.
You need to take into account anti roll force, and weight of the car for the full picture.
Also, if front suspension is softer than rear that means more oversteer, if front is harder than back - understeer, usually. But it also connected to weight distribution.

Inertia
Basically it's how hard to make a car rotate around each of the axes. The smaller the number the quicker car responds/rotates around those axes.
Z axis is most important, the smaller the number the quicker a car is changing directions
Y axis is how fast the weight is shifting backwards-forwards under braking/accelerating (less is better)
X is how fast weight shifting from side to side under cornering (less is better)

Oh, i thought that career one was also fake. At least im glad they fixed this for the online mode, im guessing they didnt think it was a priority since it was on career.

That said, in career mode, when installing any non stock wheel, lower wider suspension also being installed (call it career upgrade)
(its based on Step 2 suspension in online mode upgrades for each car, but its not changing any damping rates etc, only lowers and widens suspension geometry same amount as step 2, still this is enough to improve handling, in some cars by a lot)
(though very few cars (that dont have suspension upgrade that lowers the ride) and most dlc have no effect)
This data also in upgrades file, and it goes under career car upgrade, does not relate to online upgrades in any way, its 2 separate things.

I can see this being the thing that gave people that idea. If you test in career you might well get the impression that wheels are improving handling, if you didnt know how it actually works, and it completely different in the online mode.

Yeah i know it would not make any sense for the rims to do anything, i just wanted the opinion on someone else who knew more about the game than i do, i know a few people who really believed in it, even when i showed them this guide.

And first of all you can feel there is not any difference in handling when you trying different sizes. While you can feel, very well, effect on handling of some suspension upgrades, that changing suspension values by less than 1%
And most importantly, recently one of the long time players, from times when the devs were around, told me, that one of the devs, (Loore iirc) said back then, that it does not affect physics, only visual.

No, its not affecting anything, its only visual, there are not any physics data that changes with the wheels. They might as well be square, or removed, this is not how physics work in racing games, if there are no physics config for something, visual model does not mean anything. And there are not any data code for different rim sizes. All wheel parameters data stored in main car config, and it does not get changed. Only file contains any changes to car physics is upgrades, and it describes upgrades parameters.

People are now going around saying the rim size you pick can actually change how the car handles. Can anyone prove if that is right or wrong?

@Savo iirc there were unpacking issues, some dlcs are missing bunch of files(including car data file) after unpacking for some reason.
Most dlcs are unpacked correctly, and those are included.
i've used the only working unpacker available, so no fix for that sadly.

Steam decided that google docs is dangerous site :steamfacepalm:, and won't open the links.
no idea when that happened, so you have to copy link manually from blocking message. if anyone cares.

game checks files in online mode, and will kick from the race if files are not original/modified
